Peru has no route by descent, and the family link runs upward

Guides place Peru beside Argentina and Italy as a country you can reach through a grandparent. Neither the law nor its regulation contains such a route, and the one that exists points the other way.

Article 80 of the regulation to Peru's migration decree lists the residence categories. There are eighteen of them, and the list is closed: what is not on it does not exist. None of the eighteen is based on descent from a Peruvian.

The nearest thing is Familiar Residente, and it does not define itself. It borrows its scope from article 38 of the decree, which sets out a family nucleus rather than a line of descent. Read it and the asymmetry is immediate: it reaches the first-degree ascendant - a parent - and it reaches a child only while that child is a minor, or under 28 and unmarried and still studying, or unable to support themselves through proven disability.

So the parent of a Peruvian qualifies. The adult child of a Peruvian, past 28 or not studying, does not. And a grandchild never does, because first degree does not reach the second generation.

This is worth stating plainly because the mistake is not a small one. Someone who moves on the understanding that a Peruvian grandparent opens a door is not facing a harder version of the route they expected. They are facing no route at all, and the nearest category would admit their parent rather than them.

Written from readings already held, without a new fetch. Both documents were checked for truncation first: the regulation's articles run from 1 to 230 without a gap, which matters because a negative claim built on a list is worthless if part of the list was lost in extraction.

g. The first-degree ascendant;

First degree is a parent. It is the whole of the upward reach, and there is no corresponding downward provision for an adult descendant beyond the two cases in incisos c and d.
