What your nationality changes
Some rules turn on where you are a citizen rather than where you are going. These are the arrangements that do it - treaty blocs, and one list of states named in a decree - each read from the instrument that creates it rather than from what is written about it.
Your passport
47 nationalities have something recorded against them here, by a bloc they belong to, by a treaty with their country, or by name. A nationality reached only by one bloc in one country has no page of its own: the bloc below is the whole of the answer and a page per member would be the same page with the name changed.
The blocs behind them
Each read from the instrument that creates it rather than from what is written about it.
- Andean Community

The member countries of the Andean Community, now read from the Community's own instrument rather than inferred. Decision 878, the Andean Migration Statute, names them in article 1.

- CA-4
4 members · applied by 3 countries here
A movement bloc, and only that. Three agents read the instruments independently and all three landed on the same distinction, which is the one everything written about CA-4 gets wrong: there are **two** instruments and they are routinely conflated.

- CARICOM full free movement (enhanced cooperation)
4 members · applied by 2 countries here
Four countries opened full free movement to each other on 1 October 2025 - not a skills certificate, not a category, but a right for any national to enter, stay indefinitely and work. The announcement was the same in all four.

- CARICOM Member States
15 members · applied by 4 countries here
Membership of the Caribbean Community, as distinct from any of the regimes built on top of it. The skills certificate, full free movement and the OECS Protocol each reach a different and smaller set, and each has its own group here; this one is the bare fact of being a member, which is what a domestic instrument means when it writes "CARICOM countries" and leaves the term undefined - as the Saint Lucian Hospitals Regulations do when they exempt Community nationals from the non-national hospital charge. No single instrument we have read states the membership.

- CARICOM skills certificate
12 members · applied by 4 countries here
One regime, and six different places to draw the line - which is the whole finding, because the line decides whether a person gets six months or an indefinite stay, and every account of CARICOM free movement treats the certificate as a single thing. Every account of CARICOM free movement treats the skills certificate as a single thing: qualify, get the certificate, move.

- OECS Protocol member states
6 members · applied by 1 country here
The deepest free movement arrangement in the Americas, and the one with an exclusion nobody writes about. A citizen of a Protocol member state is granted an indefinite stay on arrival in another, needs no work permit, and in some members may cross on an identity card rather than a passport. That much is reported everywhere.

Not a bloc. A list of states named one by one in a Panamanian executive decree and revised by decree, which is why it is the first group here that is not a treaty.
