The ordinary way to become Belgian is not naturalisation. It is a declaration under article 12bis of the nationality code, and there are five doors into it. Five years of principal residence in Belgium on legal residence, with knowledge of one of the three national languages, proof of social integration and proof of economic participation - 468 working days in the last five years, or six quarters of self-employed contributions. Five years and marriage to a Belgian for at least three years of living together, on lighter integration terms. Five years for someone who cannot work because of disability or who has reached pension age, with no language or integration condition at all. Or ten years, with the language and proof of taking part in the life of the host community. Naturalisation survives in article 19 but has become something else entirely: it now requires exceptional merit in science, sport or socio-cultural life, and a reason why the declaration route is almost impossible for you. Nothing in the Code asks you to give up the nationality you have.

Temporary absences of up to six months do not break it, and together may not exceed a fifth of the period required

Naturalisation
Only for exceptional merit in science, sport or socio-cultural life, and only with a reason why the declaration is almost impossible for you

Renunciation of your existing nationality
Not required: article 22 of the Code loses Belgian nationality by a declaration of renunciation and asks nothing about another nationality on the way in

Article 22, § 1er, 2°, which in fact requires the renouncer to prove they hold or will acquire a foreign nationality.

The Constitutional Court annulled article 12bis, § 1er in so far as it provides no exception for illiterate applicants who have the spoken competence required. The note is where the A2 level is stated on the face of the Code.

Practical notes

Article 12bis, § 3 requires the declaration to carry, written by hand, the sentence submitting to the Constitution, the laws of the Belgian people and the European Convention on Human Rights. That sentence is what judgment 96/2024 was about.

Article 7bis, § 2 defines legal residence twice over - one definition for the moment of the application, a stricter one, and another for the period before it. Reading only the first understates what the five years have to be made of.
