The figure everybody repeats about Belize is three months, and it comes from the wrong half of the section. Section 45 of the Motor Vehicles and Road Traffic Act has two separate provisions. Sub-section (1) lets the Department issue a temporary driving licence of up to three months to a bona fide visitor who asks for one - a thing you apply and pay for. Sub-section (2) is the one that matters to most people: the holder of a valid foreign domestic driving licence, or of an international driving licence issued under an International Convention, is exempt from needing a Belize licence for twelve months from the date of their last entry. Twelve months, not three, and the clock restarts on each entry. There is no exchange agreement with any country; a Belize licence is applied for from a transport officer, who may require a driving test at his discretion.

In detail

Twelve months, counted from your last entry

Section 45(2) exempts the holder of a valid foreign domestic licence, or of an international driving permit issued under an International Convention, from needing a Belize licence for twelve months from the date of his last entry into Belize. The phrase "last entry" does real work. A resident who leaves for a weekend and comes back starts a fresh twelve months on return, which in practice means a foreign licence can carry someone a very long way. The three-month figure that fills guidance about Belize is section 45(1), a temporary licence the Department may issue to a bona fide visitor who applies and pays for it. The two provisions sit in the same section and do different jobs, and taking the first half of the section as the answer to the second half's question is how the wrong number became the common one.

No exchange, and a test only if asked for

Nothing in Chapter 230 creates an exchange arrangement with a foreign licensing authority. To get a Belize licence you apply to a transport officer on the prescribed form; he must be satisfied you are physically fit and of fit character, and he may in his discretion require a certificate of having passed a driving test. The test, where required, covers the rules of the road, road signals and road signs. There is no nationality or residence condition anywhere in the licensing Part, which is a real difference from countries that make a residence permit a precondition of a local licence.

A licence that expires on your birthday

Section 42 fixes every driving licence to run from the holder's birth-date in the year of issue or renewal to his birth-date in a later year. That means the first licence is pro-rated to your next birthday rather than running a full year from issue, and it is worth knowing before paying for one in the month before your birthday.

The consequence is practical and it bites hardest on the two subjects people read about most: the Chapter on the retirement programme still prints an age of forty-five that an Act of 2023 reduced to forty, and the Chapter on CARICOM skilled persons still lists thirteen qualifying states when an Act of 2026 removed three of them. Reading the Chapter and stopping there produces a confidently wrong answer. The Chapter plus every amending Act since 2021 is the law.

The proviso that follows preserves disqualification by a court, lets the Department withdraw the right by statutory instrument for specified classes of foreign licence, and disapplies the goods-vehicle restriction in section 35 for a driver over eighteen driving a vehicle brought temporarily into Belize.

Practical notes

The twelve-month exemption depends on your foreign licence remaining valid. A licence that expires while you are in Belize ends the exemption on the day it expires, not at the end of the twelve months.

Section 45(2)(b) lets the Department withdraw the exemption by statutory instrument, generally or for specified classes of foreign licence or holder. We did not search the statutory instruments for such an Order, so the exemption is stated as the Act gives it.

The fee for a temporary driving licence or for a Belize licence is prescribed in regulations made under Chapter 230. We read the Act and not its subsidiary legislation, so no fee is stated here.

A motor vehicle brought in by a national under the 2026 free movement Act is exempt from Belize registration and licensing for three months from importation, and the exemption does not displace third-party insurance under the Motor Vehicle Insurance (Third Party Risks) Act.
