Belize has no rentista or passive-income visa. It has something less tidy and, for a lot of people, better: permanent residence after one year of legal residence, where the financial test is simply that you can show you have supported yourself and will go on doing so - and the Immigration Department's own list of ways to satisfy it includes being employed or receiving income outside Belize. There is no threshold attached. The year is ordinarily spent on visitor's permits renewed monthly, and the catch is a presence rule the Department publishes and the statute does not: no more than fourteen days out of the country across the whole year. Anyone under forty who wants a named income route instead should look at the Qualified Retired Persons programme, which has a figure (US$2,000 a month) and an age floor of forty.

How the process runs

Ordinarily on a visitor's permit renewed every thirty days at BZ$200. A student's permit or a temporary employment permit counts too - the statute asks for a temporary permit, not a particular one.

In detail
No threshold, and that cuts both ways
Section 21A asks the Director to be satisfied that your income or assets have sustained you and will sustain you. There is no number. For someone with a modest but genuine foreign income that is an advantage over Ecuador or Paraguay, where a figure in minimum wages decides the answer before anyone looks at the file. For someone who wants certainty before buying a flight it is the opposite: the Director's satisfaction is the test, and the Immigration Department publishes a list of acceptable situations rather than a bar to clear. Budget for the possibility of being asked for more than you expected to show.
Fourteen days is the Department's rule, not the Act's
Section 21A requires "a continuous period of at least one year" of legal residence on a temporary permit, and says nothing about how long you may be out of the country. The Immigration Department's qualifying page adds a flat limit: not more than fourteen days away in total across the year. That is far stricter than the rule the same statute applies to the next step - citizenship by registration, where section 10(6) allows absences of up to thirty consecutive days or three months in any twelve. We have found no instrument imposing fourteen days, so it is published practice. Plan around it anyway, because it is the Department that decides.
Where the income route actually lives
Belize has no category named for people living on investment income, pensions aside. The Immigration Act's section 13(1) lists eight kinds of temporary permit - in transit, dependent's, temporary employment, student's, special, visitor's, temporary residence, and border permits - and none of them is an income category. Section 10A's temporary residence turns on BZ$500,000 of investment, not on income. The Retired Persons (Incentives) Act has an income test but an age floor of forty. So for anyone under forty with foreign income, the route is the ordinary one: a year of visitor's permits, then permanent residence on the financial-stability test. That is a real answer, not a gap.
Country-level policy
The fee schedule under the Immigration Act is organised around nationality in a way nothing else in the region is. Permanent residence costs BZ$1,000 for a CARICOM citizen, BZ$1,500 for a Central American, Mexican or Dominican one, BZ$3,000 for a Commonwealth citizen, BZ$4,000 for an American, Cuban, Chinese or South American one, and BZ$6,000 for a European. Temporary residence is one fifth of whatever your band is, and a minor pays half. Entry permits work the same way: a visa for a Chinese national costs BZ$3,000 single entry against BZ$200 for most other passports. Work permits are the exception that proves the rule - they are priced by occupation and nationality is irrelevant.

Practical notes
The claim that Belize has no dedicated passive-income or rentier residence category rests on the Immigration Act Chapter 156 (sections 10A, 13, 14 to 19 and 21), the consolidated subsidiary legislation to that Chapter, Part IVA of the Belizean Nationality Act, and the Immigration Department's permits and residence pages. It is not a survey of every statutory instrument ever made under section 39 of the Immigration Act.
The fourteen-day absence limit is the Immigration Department's and does not appear in section 21A. Where the Department and the Act differ, the Department is what you meet at the counter.
The permanent residence fee is set by your nationality, not by your circumstances. The Department publishes a per-country table that matches the Schedule's seven bands; on both, a CARICOM nationality is the cheapest and a European one the most expensive.
Qualified Retired Persons are expressly deemed non-residents for the purposes of the Belizean Nationality Act, so a year on the QRP card does not satisfy section 21A.
