Belize's investor route is the temporary residence permit in section 10A of the Immigration Act, and it costs BZ$500,000 of investment in Belize. What it buys is modest: a status valid for one year, renewable yearly, priced at a fifth of the permanent residence fee for your nationality. The Immigration Department is candid about who it is for - people who have made or are making a substantial commercial investment here but whose commitments elsewhere stop them meeting the presence requirement for permanent residence. There is a second, quite separate investment threshold for retirees who want to run a business, and in October 2026 the Minister announced a third programme that is not yet law.

In detail

An investor route that buys less than the ordinary one

In most of the region an investor category is the fast lane: more money, better status. Belize inverts it. BZ$500,000 of investment buys a temporary residence permit valid for one year at a time, while a year of ordinary legal residence on a visitor's permit - costing BZ$200 a month in extensions - leads to permanent residence, which is indefinite. The Immigration Department explains why the two exist side by side: temporary residence is for people who have made a substantial commercial investment but whose commitments outside Belize stop them meeting the presence requirement for permanent residence. It is a way of staying connected without being present, not a way of getting more.

Three thresholds, three statutes

Belize now has three investment figures attached to immigration status, and they belong to different instruments. Section 10A of the Immigration Act asks for BZ$500,000 for temporary residence. Section 4B of the Retired Persons (Incentives) Act, inserted in 2023, asks a Qualified Retired Person for one million dollars of investment capital, plus ninety non-consecutive days of residence and five Belizean employees, before the Belize Tourism Board will let them run a business here. And on 2 October 2026 the Ministry of Immigration announced an Investor Residence Program requiring a minimum investment of $500,000 and twelve months in Belize over three years. The third is described by the Ministry itself as a proposed framework, and we have not found an Act or statutory instrument behind it.

Country-level policy

The consolidated law of Belize is dated 31 December 2020

Every Chapter of the Substantive Laws of Belize that you can download today is the Revised Edition 2020, and each one says on its face that it shows the law as at 31 December 2020. Amendments made since are published separately, as numbered Acts and statutory instruments, and they are not worked into the Chapter. The consequence is practical and it bites hardest on the two subjects people read about most: the Chapter on the retirement programme still prints an age of forty-five that an Act of 2023 reduced to forty, and the Chapter on CARICOM skilled persons still lists thirteen qualifying states when an Act of 2026 removed three of them. Reading the Chapter and stopping there produces a confidently wrong answer. The Chapter plus every amending Act since 2021 is the law.

Belize prices immigration by where you are from

The fee schedule under the Immigration Act is organised around nationality in a way nothing else in the region is. Permanent residence costs BZ$1,000 for a CARICOM citizen, BZ$1,500 for a Central American, Mexican or Dominican one, BZ$3,000 for a Commonwealth citizen, BZ$4,000 for an American, Cuban, Chinese or South American one, and BZ$6,000 for a European. Temporary residence is one fifth of whatever your band is, and a minor pays half. Entry permits work the same way: a visa for a Chinese national costs BZ$3,000 single entry against BZ$200 for most other passports. Work permits are the exception that proves the rule - they are priced by occupation and nationality is irrelevant.

Practical notes

The Investor Residence Program announced on 2 October 2026 is recorded here because readers will meet the name, not because it is in force. The Ministry's own words are that the proposed framework includes safeguards, and no instrument creating it appears in the Acts or statutory instruments published by the Attorney General's Ministry up to the date of this reading.

Section 10A's requirement list as published runs its sub-paragraphs out of order and ends paragraph (e) with "and" before sub-section (4) begins, so the text as printed does not cleanly separate what is mandatory from what is illustrative. We state the threshold and list the evidence the section names without claiming which items are alternatives.

The temporary residence fee is published two ways in the same cell of the Schedule - as one fifth of the permanent residence fee by country of origin, and as $300.00. The Immigration Department publishes only the one-fifth rule. We have not found an instrument reconciling them.
