Belize issues a Temporary Employment Permit, and the striking thing about it is that you have to be in the country already to get one. The Immigration Department says so plainly: apply at a Labour Department office, and you need to be residing in Belize when you do. The employer files for an employee; a self-employed person files for themselves. The permit is priced by the kind of work rather than by the applicant's nationality, from BZ$150 for a season of agricultural work to BZ$3,000 a year for a professional. Two of the fourteen prices the Immigration Department publishes do not match the fee schedule in the regulations, and in both cases the Department's figure is the higher one.

In detail
You apply from inside the country
Most of the region lets a work visa be applied for from abroad, through a consulate. Belize does not: the Immigration Department states that you must be residing in Belize to apply for a Temporary Employment Permit, and the application is lodged at a Labour Department office. The practical consequence is that the ordinary sequence is to enter as a visitor, find the employment, and convert - which is also why the visitor's permit extension at BZ$200 a month is a cost of looking for work here rather than an incidental.
The fee follows the job, not the passport
Belize prices work permits by occupational category: professional, technical, general, seasonal agricultural, self-employed, entertainer, religious or voluntary, import-export trader, pedlar, and waitress or domestic. That is unusual twice over. It means a professional pays BZ$3,000 a year while a seasonal agricultural worker pays BZ$150, and it means nationality is irrelevant - which is the opposite of how the same schedule prices permanent residence, where the fee depends entirely on where you are from. A permit for a waitress or domestic carries the note that none is to be issued except in exceptional cases.
Two prices that do not agree
The Schedule to the Immigration (Permits and Fees) (Revised) Regulations sets the technical worker's permit at BZ$1,500 a year; the Immigration Department publishes BZ$3,000. The Schedule sets the general worker in the banana, sugar, coconut, shrimp and citrus industries at BZ$300; the Department publishes BZ$1,500 for a narrower version of the same category. The Department's table is headed "Fees with effect from 1 May 2020", and the consolidated Schedule already carries the 2020 amendments, so this is not a case of the Schedule being out of date. The Department also drops the two reduced rates the Schedule provides for professional and technical workers employed on contract by the Government of Belize.
Country-level policy
Every Chapter of the Substantive Laws of Belize that you can download today is the Revised Edition 2020, and each one says on its face that it shows the law as at 31 December 2020. Amendments made since are published separately, as numbered Acts and statutory instruments, and they are not worked into the Chapter. The consequence is practical and it bites hardest on the two subjects people read about most: the Chapter on the retirement programme still prints an age of forty-five that an Act of 2023 reduced to forty, and the Chapter on CARICOM skilled persons still lists thirteen qualifying states when an Act of 2026 removed three of them. Reading the Chapter and stopping there produces a confidently wrong answer. The Chapter plus every amending Act since 2021 is the law.

«A temporary employment permit may be issued by the Director to any person who satisfies the Director of Immigration of Nationality Services that he wishes to enter Belize for the purpose of employment there and is the person described in a current voucher issued for the purposes of this section by or on behalf of the Minister responsible for Labour.»The voucher is the Labour Department's approval. Immigration cannot issue the permit without it, which is why the application starts at Labour and finishes at Immigration. Practical notes
Where the Immigration Department's published fee and the Schedule to the regulations disagree, we state both. The Department's figure is the one you will be asked to pay at the counter; the Schedule's is the one the regulations prescribe.
The pages this rests on are the Immigration Act Chapter 156, the consolidated subsidiary legislation to that Chapter including the Immigration (Permits and Fees) (Revised) Regulations as amended to 31 December 2020, SI No. 5 of 2021 and SI No. 47 of 2023, and the Immigration Department's work permit page. Neither 2021 nor 2023 instrument touched the work permit fees.
A CARICOM national holding a Skills Certificate does not need a Temporary Employment Permit at all, and nationals of Barbados, Dominica and Saint Vincent and the Grenadines are exempt from the requirement outright under the free movement regime. Both are recorded separately.
Nothing in the Act sets a maximum number of renewals or a point at which a work permit matures into residence. Permanent residence is a separate application under the Belizean Nationality Act and is reached by a year of legal residence, however that year was spent.
