The document a foreign resident uses for everything in Bolivia is the foreigner's identity card, and holding one is not optional: anyone granted a temporary or permanent stay is required by law to obtain it from the identification service. What we cannot tell you is the banking rule itself. The financial supervisor's compilation of rules sets out what an entity must ask for when an account is opened, and its document server did not respond to us. Rather than put a bank's own page here and call it the law, we are saying where the gap is.

Country-level policy
On 30 March 2026 Bolivia created a government-wide deregulation programme called Tranca Cero. It builds a single national catalogue of procedures and provides that, once that catalogue is fully in place, no requirement outside it may be demanded. The migration directorate has put a notice at the top of its own procedures page saying its published requirements are the ones currently in force and that the changes coming out of the programme will be added when the implementing rules appear. Everything on Bolivia's pages should be read against that.

Foreign persons must obtain their foreigner's identity card in line with the length of temporary stay granted, of one (1), two (2) or three (3) years, from the General Personal Identification Service - SEGIP.

Practical notes
What a Bolivian financial entity must require before opening an account is set by the financial supervisor's Recopilación de Normas para Servicios Financieros. We tried its published index and the chapter on current accounts on the supervisor's document server; that server did not respond either to a direct fetch or through our page-capture service. Its public site is reachable, but the normative texts themselves are not served from it.
We also looked at the supervisor's user-facing pages and found nothing that states the requirement for a foreign applicant.
We have deliberately not cited a bank's account-opening page. A commercial entity's terms are a fact about that entity and cannot establish what Bolivian law requires.
