In detail

The gap between arriving and being bankable

Colombia ties banking to a document that only exists once your visa does, and then refuses the interim receipt for that document. Neither half is unreasonable on its own and together they produce a period, after you are lawfully in the country with a valid visa, in which you cannot open an ordinary account. How long depends on printing and appointment times, which we have not sourced. Plan for it rather than discovering it.

Three countries, three postures again

Argentina's central bank has told banks that a non-resident with a foreign identity document may open an account, leaving the friction to individual banks. Uruguay's state bank will open one for a non-resident without any residency at all, at the price of a five-thousand-dollar deposit locked for six months. Colombia requires the local identity card first, which requires the visa first. Open in law, open at a price, open after a queue.
