Access to the Health System

Answer

The general rule applies to you

No exception is recorded for citizens of Guyana on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.

81 exceptions recorded across 33 countries · none match Guyana to Colombia · Access to healthcare

Enrolment in Colombia's health system is compulsory for everyone resident in the country, foreigners included - it is framed as an obligation rather than an entitlement. Which side of the system you land on depends on whether you can pay: the contributory regime if you have capacity, the subsidised one if you qualify. Separately and before any of that, most visas require you to hold a private policy covering your whole stay.

Requirements

  • Enrolment in the General System of Social Security in Health is compulsory for all residents in Colombia, unless you qualify for a legally established excepted or special regime
  • Foreign residents living here legally enrol in the contributory regime if they have capacity to pay, and in the subsidised regime if they meet its conditions
  • Enrol with an EPS, a health promoting entity, presenting the identification documents for your case
  • Separately, every V visa and some M visas require a private health policy covering the whole period of your stay

In detail

Three countries, three postures

Colombia makes enrolment compulsory for residents and says so in those words. Uruguay publishes a route into the public provider for foreigners who have not even started a residency application, on a monthly fee. Argentina went the other way in 2025, restricting ordinary care at nationally-run establishments to citizens and permanent residents. Anyone carrying an assumption from one of these to another will be wrong, and on healthcare being wrong is expensive.

What applies to you

Nothing changes for a citizen of Guyana

We have no rule recorded that treats your citizenship differently here, so the general rule above is the one that applies to you. That is an answer, not a gap.

What the law says

Text layer - verbatim verifiedDecreto 780 de 2016, art. 2.1.3.2, as quoted by the Superintendencia Nacional de Salud · Art. 2.1.3.2
«La afiliación al Sistema General de Seguridad Social en Salud es obligatoria para todos los residentes en Colombia, salvo para aquellas personas que cumplan los requisitos para pertenecer a uno de los regímenes exceptuados o especiales establecidos legalmente.»

Our translation - not official

Enrolment in the General System of Social Security in Health is compulsory for all residents in Colombia, except for those who meet the requirements to belong to one of the legally established excepted or special regimes.

Read as drafted, this binds residents rather than citizens. It is the opposite framing from Argentina's, where the 2025 reform limited free ordinary care to citizens and permanent residents.

About this source

Colombia's health system regulator. Issues conceptos - binding interpretations answering specific questions - which quote and apply the underlying decrees, and are often the clearest statement of how a rule works in practice.

Standing: Decides what it means

Cannot be cited for: A concepto answers the question that was asked and quotes the instruments it relies on rather than reproducing them whole. Reading one tells you the regulator's view; it does not substitute for the decree, and a later concepto can take a different view.

«Póliza de salud con cobertura en el territorio nacional contra todo riesgo en caso de accidente, enfermedad, maternidad, invalidez, hospitalización, muerte o repatriación, por el tiempo previsto para su permanencia en el país»

Our translation - not official

A health policy with cover in national territory against all risks in the event of accident, illness, maternity, disability, hospitalisation, death or repatriation, for the time envisaged for the stay in the country.

This is the visa requirement, not the system one. The two coexist: a policy to be admitted, enrolment once resident.

About this source

Colombia's foreign ministry, which sets the visa regime by resolution. Resolución 5477 de 2022 is the instrument itself, not a summary of one: it defines every visa category, its requirements and its validity in numbered articles.

Standing: Issues the instrument

Cannot be cited for: Resolutions are amended by further resolutions rather than reissued, so the consolidated version carries notes about articles added or repealed by later instruments - article 80 of 5477, for example, was repealed by Resolución 10434 de 2023. Reading a category without checking those notes can mean reading a rule that no longer applies.

Practical notes

We have not sourced the contribution rates, the income test that separates the two regimes, or how an EPS treats a newly arrived foreigner in practice.

The Superintendencia's ruling quotes Decreto 780 de 2016; we have read the quotation in that ruling rather than the decree itself.
