Money appears everywhere as a condition attached to one of those grounds and nowhere as a ground of its own.

Practical notes
This is a negative claim and it is bounded by what was read: the permit-granting sections of the consolidated Aliens Act of 25 September 2025. Six later amending Acts were not read, and nor was any ministerial regulation beyond the two read for other topics here.
Union and EEA citizens are not covered by this record at all. Their right to reside comes from the Union's rules, which section 2(3) of the Act says its own limits yield to.
