Ecuador's household-goods exemption is open to foreigners, not only to returning Ecuadorians, but it is a different regime for each. A foreigner needs a temporary or permanent residence visa to claim it - or, if the visa is still in process, a guarantee covering the full duty on the shipment - and must use a licensed customs agent, which returning Ecuadorians may avoid. Work equipment up to 160 minimum wages comes in free of import duty, and above 80 minimum wages an investment plan has to be filed. Two things a foreigner cannot do: bring a car or a motorcycle as part of the shipment, and leave within two years without unwinding the exemption.

In detail
The vehicle is the line between the two regimes
Ecuador's household-goods rules are written first for returning Ecuadorians and then extended to incoming foreigners, and the extension is not complete. A returning Ecuadorian may bring one car worth up to 80 minimum wages or a motorcycle worth up to 25, as part of the shipment. A foreigner may not bring either, in any amount. The other asymmetry is procedural: an Ecuadorian may transmit the customs declaration themselves, a foreigner must hire a licensed customs agent.
The exemption is conditional for two years afterwards
Releasing the goods does not close the file. Leaving Ecuador within two years defeats the declared intention to change residence, and the duties that were not collected are reinstated as a matter of law, with perjury and customs offences in the background. Within those two years an absence of up to 90 days a year is allowed and cannot be carried over. Foreigners get a wider allowance - up to 180 days a year - but only for work reasons, justified to customs, and there is a further escape for foreigners who definitively export the valuable items.
Country-level policy
Ecuador does not put dollar figures in its immigration rules. It writes them as multiples of the Salario Básico Unificado, the monthly minimum wage, which the Ministerio del Trabajo fixes by ministerial agreement each December for the year ahead. The rentista and pension thresholds are three wages, the investor threshold is a hundred, the customs ceiling on work equipment is a hundred and sixty, the tourist extension fee is a third of one, and the overstay penalty is one. For 2026 the wage is USD 482, twelve dollars above 2025. Because Ecuador uses the US dollar, none of these figures drifts between settlements - which is the opposite of the position in Argentina, Colombia, Chile, Peru or Uruguay, where a dollar-denominated threshold moves with the exchange rate every day.

The rules of this resolution shall apply to the importation of household goods and the importation of work equipment carried out by Ecuadorian migrants who decide to return to the country with the intention of settling in Ecuador; as well as to foreigners who enter the country with the intention of residing temporarily or permanently. For the purposes of the terms used in this resolution, migrant means both the Ecuadorian migrant and the foreign migrant.

Foreigners must hold a temporary or permanent residence visa in order to enjoy the tax exemption. However, where the visa of the foreigner named as importer on the customs declaration is still being processed, a specific guarantee shall be required covering payment of the import duties corresponding to the whole of the household goods and work equipment. The foreigner's arrival in the country shall be validated through the relevant migration certificates. Foreigners may not import a motor vehicle or motorcycle as part of their household goods.

If the migrant interrupts their residence in the country within the period of two (2) years counted from release of the household goods, the intention to change residence declared in the sworn declaration relied upon to obtain the benefit shall be defeated as a matter of law, without prejudice to being able, during that period, to be absent for a period of no more than ninety (90) calendar days, consecutive or not, in each year; a period which may not be accumulated from one period to the next.

Practical notes
The 160 and 80 minimum wage figures for work equipment are quoted from the customs service's own explanatory page, which frames the surrounding text around the returning Ecuadorian migrant. The resolution applies the regime to both categories; we have not isolated a passage stating the work-equipment ceilings separately for foreigners.
The admissible list of goods and the permitted quantities live in an annex to the resolution, which we have not read item by item. The one figure we quote from the explanatory page is the 200 kilogram limit on clothing, footwear and accessories per person.
A newer customs resolution, SENAE-SENAE-2026-0035-RE of April 2026, is listed in the legal basis of the customs page. We did not read it, so anything it changed is not reflected here.
The wage used to value goods is the one in force on the date the customs declaration is accepted, not the date of shipment.
