The Aliens Act has no residence permit for a retired person and no category a pension on its own opens. The word for pension occurs three times in the whole Act and never as a ground of admission: in section 39(2) as one of the sources that can make a livelihood secure, in section 56 a as an age threshold that lifts the language and work-history conditions for permanent residence, and in section 163 as part of the Union free-movement right that a worker who reaches pension age keeps. What a person over 65 actually gains in Finnish immigration law is that second one: permanent residence after six years without having to show Finnish or Swedish, and - under the Nationality Act as amended in 2025 - naturalisation without having to satisfy the new income test.

A continuous residence permit is granted to a person who is abroad: 1) if he or she has been a Finnish citizen and has not lost Finnish citizenship under section 33 a of the Nationality Act (359/2003), or if at least one of his or her parents or one of his or her grandparents is or has been a Finnish citizen by birth; 2) for continuous employment; or 3) for continuous business activity.

A foreigner's livelihood is regarded as secure when a first residence permit is granted if his or her stay in the country is paid for out of income regarded as ordinary from employment, business activity, pensions, assets or other sources, such that he or she cannot be expected to fall into need of social assistance within the meaning of the Act on Social Assistance (1412/1997) or of a corresponding other benefit securing livelihood. Social security benefits that reimburse costs are not regarded as such a benefit.

A permanent residence permit is granted after a period of six years if the foreigner has the satisfactory oral and written command of Finnish or Swedish referred to in section 56 f(2), or instead of these a corresponding command of Finnish or Finland-Swedish sign language, and a work history of two years. A foreigner aged 65 or over is granted a permanent residence permit after a period of six years regardless of his or her command of Finnish or Swedish.

Practical notes
The negative claim here rests on a search of the whole Aliens Act text for the stems eläke and eläkk and on reading sections 45 and 47 in full. Three occurrences were found and all three are quoted or described above.
