In detail

A number that lives in the wrong Act

Chapter 5, section 4 of the Unemployment Security Act is about the employment condition for unemployment benefit: how much a calendar month of work has to pay before the month counts. Subsection 1 sets 930 euros for that purpose, and chapter 14, section 1 b indexes it annually and records that it is at 2023 level. Subsection 2 then adds a fallback for sectors with no collective agreement - 1,134 euros a month for full-time work - and that is the subsection the Aliens Act borrows. The indexation clause names subsection 1 and not subsection 2, so the figure that governs whether a foreign worker may live in Finland is a 2023 figure that nothing adjusts, sitting one paragraph below a figure that is adjusted every January.

Three thresholds, three mechanisms

Finland now runs the general floor at 1,134 euros from a statute about unemployment benefit, the employee-permit floor at 1,600 euros from a government decree, and the specialist floor at an average wage that no instrument quantifies. Sweden puts its figure inside the Aliens Act itself - ninety per cent of the median wage, with a shorter list allowed seventy-five - and Denmark names two kroner amounts for two named routes. Finland is the only one of the three where a reader who opens the Aliens Act learns none of the numbers that decide the answer.

What the 2025 amendments moved

Act 582/2025 replaced the regional labour-market guidance with a decision of the elinvoimakeskus for its own area (section 72 b) and added a nationwide list of shortage occupations, defined by the Ministry of Economic Affairs and Employment from employment and vacancy statistics and then enacted by government decree (section 72 c). Neither the regional decisions nor the shortage-occupation decree was read for this record, so what either of them currently says is not stated here.

Finland does not ask what permit you hold when it decides what you are entitled to. It asks whether you have a kotikunta - a municipality of residence determined under the Municipality of Residence Act (201/1994) - and that question has its own statute, its own criteria and its own answer. Practical notes

Decree 860/2024 was read in its Finlex consolidated form and is two sections long. Its consolidated text still reads 1,600 euros and records no amending instrument.

The government decree listing nationwide shortage occupations under section 72 c, and the regional decisions under section 72 b, were not located or read. A reader who needs to know whether a given occupation is on either list cannot get that from this record.

The figure for the average gross wage of a wage earner, which section 73 depends on, is not published in any instrument read here.
