Ninety Days in 180 Is the Rule; a Full Year Is the Exception, and It Lives in a Schedule the Publisher Charges to Read
Article 10(2) of the Law on the Legal Status of Aliens and Stateless Persons gives a visitor who needs no short-term visa ninety calendar days in any 180-day period. Article 10(3) is the famous one: it lets the Government list countries whose citizens enter without a visa and stay for a different period instead, and it names that period in the statute itself - a full year. Resolution No 255 of 5 June 2015 carries the list. Its original annex has ninety-four numbered entries and four notes, the first of which grants everyone on it entry without a visa and a full year's stay. Eight amending resolutions have moved it since: Jordan became entry 95 in 2017, the People's Republic of China became entry 96 in 2023 with thirty days and tourism only, Swiss and Liechtenstein citizens were allowed to travel on an identity card rather than a passport, and Ukraine has been given two years, then three, then one, with a transitional extension now running to 24 February 2027. Five of the ninety-six entries are not countries at all but groups of territories - the Faroes with Greenland, six British Overseas Territories, three Crown Dependencies, Aruba with the Netherlands Antilles, and French Polynesia with New Caledonia. What the year is not is a status: article 5 lists the grounds for entry and stay and treats a visa, a residence permit and the rest as separate things, so a visa-free year is lawful presence and nothing more.
At a glance
- Visa-free stay where the schedule does not apply
- 90 calendar days in any 180-day period
Article 10(2) of the Law on the Legal Status of Aliens and Stateless Persons.
- Visa-free stay for a nationality on the schedule
- One full year
Article 10(3) of the same Law states the period; note 1 to the annex of Government Resolution No 255 of 5 June 2015 grants it.
- Entries on the schedule
- 96 numbered entriesCALC (calculated by us, not published)
94 in the original annex of 5 June 2015, plus Jordan added as entry 95 by Resolution No 27 of 24 January 2017 and the People's Republic of China added as entry 96 by Resolution No 359 of 11 September 2023.
- Entries that are territories rather than states
- 5 of the 96CALC (calculated by us, not published)
Entries 24, 26, 27, 59 and 72 of the original annex: the Faroe Islands with Greenland; Bermuda, the Cayman Islands, the British Virgin Islands, the Falklands, Turks and Caicos and Gibraltar; Jersey, Guernsey and the Isle of Man; Aruba and the Netherlands Antilles; French Polynesia and New Caledonia.
- Citizens of the People's Republic of China
- 30 days, for tourism only
Note 1² to the annex, inserted by Government Resolution No 359 of 11 September 2023, which also carved China out of note 1.
- Citizens of Ukraine
- One full year
Note 5 to the annex, inserted by Government Resolution No 98 of 2 April 2025, which deleted the earlier note 1¹. That note had given two years from February 2023 and three years from April 2024.
- Ukrainians already in Georgia before 24 February 2025
- Stay extended to 24 February 2027
Note 6 to the annex as rewritten by Government Resolution No 80 of 24 February 2026; the previous date was 24 February 2026.
- Transit without a visa
- Overflight without landing, and crew and stopover passengers for up to 10 days inside the transit area
Article 10(5) of the Law on the Legal Status of Aliens and Stateless Persons.
Figures marked CALC are our arithmetic, not a figure in any instrument. Where the law states a threshold as a multiple of something else, the amount shown is that multiple applied - and it moves when the underlying figure does.
Requirements
- A travel document, or for a citizen of an EU member state, Switzerland or Liechtenstein an identity card showing name, surname, date of birth and photograph
- Nationality on the annex to Resolution No 255, for the year; otherwise the ninety days in 180 of article 10(2) or a visa
- Health and accident insurance and sufficient funds for living in Georgia and returning, which article 11(1)(დ) makes a ground for refusing entry if absent
In detail
The schedule is public; the current version of it is not free
matsne publishes Resolution No 255 at a single address and gives away only the text as it stood on 8 June 2015. Above the body of the page it says, in terms, that viewing the consolidated version of the document is a paid service and requires registering and buying the right to view. There have been eight consolidations since, the most recent on 24 February 2026. The way round it is that the eight amending resolutions are each published free in full, so the current annex can be reconstructed from the original plus the amendments - which is what the figures on this record are. It is worth knowing that this is a reconstruction and not a reading of the consolidated schedule.
What the year does not do
It does not start a clock towards residence. Article 15(ზ) gives a permanent residence permit to an alien who has lived in Georgia for the last ten years on the basis of a temporary residence permit, and a visa-free stay is not a temporary residence permit. It does not stop a clock either: article 34(2) of the Tax Code counts days of actual presence and asks nothing about status, so a year spent in Georgia visa-free makes a person a Georgian tax resident for that year as surely as a year spent on a work permit does. And it does not refresh by leaving: the Law gives a full year, not a rolling allowance, and article 10(2)'s 90-in-180 rule is expressly the thing the schedule displaces.

Nothing we have read treats any nationality differently for this topic. The rule above applies to everyone.
What the law says
Our translation - not official
An alien who does not require a short-term Georgian visa to enter Georgia enters and stays in Georgia for not more than 90 calendar days in any 180-day period.

Above the body of each page the site states which edition is being shown: კონსოლიდირებული ვერსია (საბოლოო) means the final consolidation, and a different line means it is not. Amending instruments are published separately and in full, each citing the registration code of the act it amends, so a schedule whose consolidation is paywalled can still be reconstructed from the original plus the amendments. Cannot be cited for: Three things it must not be cited for. First, it is not free for everything: for some Government resolutions - resolution No 255 of 5 June 2015 on visa-free entry, and resolution No 36 of 21 February 2013 on universal health care - the site serves only the text as originally published and prints დოკუმენტის კონსოლიდირებული ვარიანტის ნახვა ფასიანია, that viewing the consolidated version is a paid service requiring registration and the purchase of a viewing right. A reading of such a page is a reading of the original, however many consolidations have followed, and must be labelled as one. Second, it publishes the consolidated law and not the reasoning: no explanatory memorandum, no case law, no ministerial guidance, and a great deal of Georgian immigration and tax practice sits in orders of the Minister of Finance and the Minister of Internal Affairs which it holds but which are not linked from the parent act. Third, the Georgian pages are the law and the English pages at the matching address are not the same document - see ge-matsne-en. Pages render statutes inside HTML tables, so stored text carries table pipes and <br> markers around the publisher's own words.

«2\. An alien who does not need a short-term visa for entry into Georgia shall enter and stay in Georgia for a maximum of 90 calendar days in any 180-day period.»About this source
The same publisher's English rendering of Georgian instruments, served at matsne.gov.ge/en/document/view/<id> - the same document id as the Georgian, so the two texts are one address apart. Where an English consolidation exists it is a full translation of that consolidation, with the same article numbering, the same amending-law footers and the same metadata block. For the Law on the Legal Status of Aliens and Stateless Persons the English kept pace with the Georgian through the amendments of 15 April and 25 June 2026, so the 2026 spouse permit and the interagency marriage commission can be read in both languages.
Standing:
Cannot be cited for: It may never be cited as the law, for four reasons found in the text itself. (1) It lags, silently to a reader who does not look up: on 11 October 2026 the Tax Code in English was the consolidation of 25 June 2026 while the Georgian was that of 30 September 2026, and the Organic Law on Georgian Citizenship in English was the edition of 7 March to 26 June 2025 while the Georgian was 25 June 2026. (2) The newest consolidation of a lagging instrument does not exist in English at all: the English page for Tax Code publication 246 and citizenship publication 12 carries no law, only 'Attention! The consolidation of the document is underway. You are not reading the latest version of the document.' (3) The default English address serves the last complete English edition under the line 'Attention! You are not reading the final edition', which is one line of body text above a million characters of statute. (4) Subparagraph letters are relabelled by alphabetical position rather than transliterated, so Georgian ფ becomes u, ჟ becomes p and თ becomes h - and the trap is live, because the Latin letter that a reader would reach for by sound lands on a different and sometimes repealed subparagraph: English article 99(1)(p) is Georgian 99(1)(ჟ), while Georgian 99(1)(პ) was deleted on 30 May 2018. It also mis-states one amending law's number, printing the law of 30 May 2018 as No 3591 in twelve places and as No 2391 in twelve others where the Georgian prints №2391 throughout, and it loses superscripts: article 21¹ appears as '211' and paragraph 6¹ as '61'.

About this source
The official gazette and consolidated statute book of Georgia, a legal entity under public law under the Ministry of Justice. Every instrument lives at matsne.gov.ge/ka/document/view/<id>: laws, organic laws, Government resolutions, presidential decrees and ministerial orders, each page opening with a metadata block that gives the document number, the issuing body, the date of issue, the source and date of publication, the date of entry into force and the registration code, then listing every consolidated publication by date with its own publication index. Renders through Firecrawl without difficulty, including million-character statutes: the Georgian Tax Code comes back at 1,190,393 characters.

The grounds for entry into and stay in Georgia are: (a) a Georgian visa; (b) a Georgian residence permit; (c) a temporary residence certificate of a person with international protection in Georgia; (d) a temporary identity certificate; (e) other cases provided for by the legislation of Georgia.
A visa-free stay is not a residence permit. It falls under subparagraph (e), and nothing in the Law makes it count towards one.

Practical notes
The count of ninety-six entries is ours, from the ninety-four numbered rows of the original annex plus the two the amending resolutions add. It is not a figure any single page states, because the page that would state it is the consolidated schedule matsne charges for.
We did not read the list of countries whose visa or residence permit lets their holder enter Georgia visa-free under article 10(3¹); that is a separate Government ordinance, and the Ministry of Internal Affairs announced a tightening of it in April 2025 which we have not seen in an instrument.

- publishesLaw of Georgia on the Legal Status of Aliens and Stateless Persons (matsne English translation)
Legislative Herald of Georgia, English translation service · consolidated to 2026-06-25
About this source
Cite it beside the Georgian, as a translation, never instead of it.
