Greece has no residence permit for retired people. Article 9 of Law 5038/2023 sets out every category of permit by type letter and none of them is a pension category, and article 163, which collects the grounds that fit no chapter of their own, names eight and then a ninth added in 2026 - none of them retirement. A pensioner coming to Greece uses the sufficient-resources permit of article 163(8), type I.8, on the same terms as anyone else living on their own money: three years, renewable, and no right to work. The pension appears twice in the statute, and both times only if it is Greek. Paragraph 8(d) lets a third-country national already lawfully resident who draws a pension from a Greek public insurance body renew the permit without meeting the resources test at all, whatever the amount of the pension. And article 171(1)(h) charges a thousand euro for the permit but a hundred and fifty to someone who receives or is entitled to a pension from a Greek main insurance body. What Greece does offer a foreign pensioner is a tax regime rather than a visa: article 5B of the Income Tax Code taxes all foreign income at a flat seven per cent for fifteen years.

Practical notes
The absence here is a finding, not a gap. Article 9 of Law 5038/2023 enumerates the categories of residence permit and article 163 the residual grounds; both were read in full and neither carries a pension or retirement category. The permit a retired person actually gets is the sufficient-resources permit recorded under residency-income.
The seven per cent regime and the residence permit are separate decisions taken at separate counters. Nothing in article 5B of the Income Tax Code requires or grants a residence permit, and nothing in article 163(8) of the Immigration Code mentions tax.
Both of the Greek statute's concessions to a pensioner turn on the pension being Greek. A person retiring to Greece on a pension earned elsewhere gets neither the renewal concession of article 163(8)(d) nor the reduced fee of article 171(1)(h), and pays the thousand euro.

The gazette has been set in two columns for most of its history, and the project's PDF extraction preserves the physical layout, so in a stored reading a line of the left column is followed immediately by a line of the right one - a quotation taken from an issue of 2024 or earlier has to fit inside a single line of a single column, around fifty characters. The layout changed to a single full-width column during 2025: the 2026 issues read as continuous prose and can be quoted at length. And issues from before roughly 2007 are set in fonts with a non-Unicode encoding: ΦΕΚ Α' 217 of 2004, which carries the Code of Greek Nationality, extracts entirely as Latin-1 mojibake and cannot be quoted at all. Gazette issues also carry one or two physically blank pages before the colophon, which a page-coverage check reports as empty. The host et.gr itself cannot be used: a request for the old /api/DownloadFeksApi/ endpoint is redirected to a bare IP address whose certificate no client can verify.
