The Law Portal Publishes 2010, and Says So Nowhere
Grenada publishes its law well, in two halves that do not meet. The Chapters are the Continuous Revised Edition of 2010, and most of them are amended only to the mid-2000s: the Immigration Act stops at Act 6 of 2007, the Citizenship Act at Act 31 of 2002, the Income Tax Act at Act 2 of 2010. The Acts and Statutory Rules and Orders since are published separately, by year, as enacted. Nothing in either half tells you that the other exists. Read the Immigration Chapter and you will not know that Eastern Caribbean citizens have an indefinite stay or that Schengen passports enter visa-free. Read the Income Tax Chapter and you will take the rate as thirty per cent when it is twenty-eight. Read the Banking Chapter and you will be reading an Act repealed in 2015.

The phrase appears in the amending Acts rather than on the Chapters. Act 20 of 2012 and Act 22 of 2014 both describe the Chapters they amend that way.

Two halves of one law portal
The Government of Grenada publishes its legislation at laws.gov.gd in two collections. One is the Continuous Revised Edition, arranged by Chapter from 1 to 345, each Chapter printing the Act with its subsidiary legislation. The other is a year-by-year run of Acts from 2011 and Statutory Rules and Orders from 2011, each as enacted. The first is easy to find and out of date; the second is complete and unconsolidated. There is no cross-reference from a Chapter to the amendments made since, and no note on any Chapter saying what it is current to. The only way to know what the law is on any subject is to read the Chapter and then read every year's index for amending instruments, which is what we did for every topic on this country.
What that costs a reader, topic by topic
On immigration, the Chapter does not contain the indefinite stay for Eastern Caribbean citizens, the ninety-day Schengen entry, the advance passenger information regime or the fine increases of 2021. On citizenship, it does not contain the requirement to hold a residence permit before naturalising, or the grandparent registration route - and the number that route occupies, section 5A, is printed in the Chapter as repealed. On tax, it gives the rate as thirty per cent when it is twenty-eight and does not mention the ten per cent band or the thirty-six thousand dollar allowance. On banking, the Chapter is an Act that was repealed in 2015. On work permits, the fee schedule in the Chapter is the 2008 version and the application fee is ten dollars when it is a hundred. On the CARICOM skills regime, the Chapter's list of qualifying occupations stops in 2008 and misses the four categories added in 2015.
Commencement is a separate question again
Many Grenadian Acts say they come into force on a date the Minister appoints by Order published in the Gazette, and whether that Order was made is not visible from the Act. It matters: the repeal of the fourteen-day residence rule for investment citizenship depended on S.R.O. 12 of 2019, the restructuring of the Immigration Act on S.R.O. 21 of 2017, and the repeal of the Banking Chapter on S.R.O. 41 of 2015. Where we have relied on an Act being in force we have found and read the commencement instrument, and where we could not find one - the Eastern Caribbean Citizenship by Investment Regulatory Authority Agreement Act of 2025 - we have said so.
The 2026 gap
The law portal's Statutory Rules and Orders for 2026 run to number 3 and its Acts to number 5. Forty-three instruments were published for 2025. In August 2026 the Investment Migration Agency published a circular referring to a recent amendment concerning the residence requirement, scheduled to commence on 31 August 2026. That amendment is not on the portal and is not on the parliament's site. The most consequential change to the country's best-known programme is, at the time of writing, unreadable.

Practical notes
Everything on this country was written by reading the Chapter and then the year indexes. Where a figure or a rule is stated here it is traced to a named instrument, and where we could not reach an instrument we say what we could not reach rather than filling the gap.
The portal's Chapters do not carry a cut-off date on their face. The phrase Continuous Revised Edition of the Laws of Grenada 2010 appears in amending Acts, not in the Chapters themselves.
The year collections are paginated twenty at a time and the listing is generated, so an instrument can be missed by reading only the first page. We read every page of every year from 2011 to 2026.
Where a Chapter prints subsidiary legislation, it prints it as amended to the revision date only. The Caribbean Community Skilled Nationals (Qualifications) Order is the clearest case: the Chapter shows it as amended to 2008 and the 2015 amendment that opened the regime to artisans and domestic workers is invisible.
