Honduras puts its household-goods concession inside the migration law rather than the customs law, and it attaches it to two residence categories only. A rentista or a pensioner brings in a household's effects - furniture, clothes, jewellery, sporting goods and other personal or family articles - once, free of all import taxes, and may import one motor vehicle free of import, customs and sales tax. Both concessions come with a leash. Pass the household goods on within three years and the exonerated taxes fall due; pass the car on within five and the same, and even after five years the exoneration only travels to a buyer on proof that the holder has paid into the Honduran banking system, over those five years, at least the minimum income the law requires of them. Renounce the status and everything exonerated is repayable.

In detail
A migration benefit, not a customs one
The entitlement is created by the migration law and its regulation, and the ministry that grants it is the interior ministry rather than customs. That is why it is attached to categories rather than to arrival: a rentista and a pensioner have it, and the law gives it to nobody else. An investor, a contracted worker, a student, a spouse of a Honduran - none of them appears in articles 25 to 28, and none of them appears in the equivalent articles 27 to 30 of the regulation. The ministry's fee schedule prices the two dispensations separately, at USD 200 for household goods and USD 300 for a vehicle, and both are stated in dollars like every other figure in Honduran migration law.
The car has the longest string attached
One vehicle, free of import, customs and sales tax, for personal or family use. The exoneration is personal and non-transferable for five years from the car's entry. After five years it may pass to a buyer still free of those taxes, but only on producing a certified statement that over the same five years the holder paid into the central bank or another national bank an amount no less than the income or pension corresponding to the legal minimum for their category. In other words the car's tax status is evidence of the residence having been real. Sell earlier, or give up the status, and the exonerated taxes become payable - article 28 says so and points at the loss-of-status article, which includes twelve consecutive months out of the country without permission.
Country-level policy
Every procedure in the Honduran migration law and its regulation is addressed to the Dirección General de Migración y Extranjería, under the Secretaría de Gobernación y Justicia. Neither name is current: migration control is now exercised through the Instituto Nacional de Migración under the Secretaría de Gobernación, Justicia y Descentralización, as a 2025 ministerial instrument recites. That would be a cosmetic problem if the new institute published requirement sheets. It does not. Its site was relaunched on 30 September 2026 and its alien affairs page lists the kinds of procedure it handles without stating a single requirement for any of them. The 2003 law and its 2004 regulation are therefore the only public statement of what Honduras asks.
The currency of Honduras is the lempira, and almost nothing in its migration law is stated in lempiras. The income thresholds are in United States dollars, the investment threshold is in dollars, the guarantee deposit is in dollars, and the whole fee schedule of the regulation - residences, naturalisations, permits, passports, extensions, the land entry fee - is in dollars with a single lempira line at the end for certificates. The law allows payment in the equivalent in national currency, so the dollar is the unit of account rather than the means of payment. The practical effect is that these figures do not quietly erode with the exchange rate, which is why thresholds set in 2003 are still the thresholds today.

Practical notes
This record covers the migration-law franchise only. Honduras is inside the Central American customs arrangements and has a general customs regime for returning nationals and other arrivals which we have not read, so the absence of a concession for other residence categories is stated about the migration law and not about Honduran customs law as a whole.
We did not read the customs clearance procedure, any list of what counts as menaje de casa for customs purposes, or any value limit. The migration law describes the goods in general words and sets no ceiling.
The vehicle release condition refers to the minimum income the law fixes, which is USD 2,500 a month for a rentista and USD 1,500 for a pensioner. We did not find an instrument stating how the five-year total is calculated.
