A visitor may drive on the valid licence they arrived with - the traffic law says so, subject to reciprocity and to any treaty Honduras has ratified. A resident may not. Article 45 requires Hondurans and foreigners with a residence permit who drive to carry a licence issued by the national traffic directorate, and the law's route to that licence is the first-time route: an identity card or residence permit, literacy, eighteen years of age, a satisfactory medical examination, and passing the theory and practical tests. No article of the traffic law exchanges a foreign licence for a Honduran one. In detail

The line is residence, not time

Two articles sit next to each other and divide the world. Article 46 lets foreigners entering the national territory drive on the valid licence they carry. Article 45 requires Hondurans and foreigners holding a residence permit to carry a licence issued by the national traffic directorate. The trigger is therefore the permit rather than a number of days: a visitor drives on their own licence for as long as they are a visitor, and a person who takes residence is in article 45 from that moment. Nothing in the law gives a grace period between the two.

No exchange is written down

Article 47 sets out what a first licence requires and the list has five items, the fifth of which is passing the theory and practical examination. There is no reduced route for an applicant who already holds a foreign licence, no recognition list and no homologation article anywhere in the law. That is a negative claim and it is bounded: the law says twice that treaties ratified by Honduras complement it on licensing, and reciprocity is written into article 46, so an exchange could exist in a treaty or in the regulation. We read the Ley de Tránsito and not its regulation, and we found no such provision in the law.

The Instruments Name an Agency That No Longer Exists, and the New One Publishes Nothing

Every procedure in the Honduran migration law and its regulation is addressed to the Dirección General de Migración y Extranjería, under the Secretaría de Gobernación y Justicia. Neither name is current: migration control is now exercised through the Instituto Nacional de Migración under the Secretaría de Gobernación, Justicia y Descentralización, as a 2025 ministerial instrument recites. That would be a cosmetic problem if the new institute published requirement sheets. It does not. Its site was relaunched on 30 September 2026 and its alien affairs page lists the kinds of procedure it handles without stating a single requirement for any of them. The 2003 law and its 2004 regulation are therefore the only public statement of what Honduras asks.

Honduran Migration Law Prices Everything in Dollars

The currency of Honduras is the lempira, and almost nothing in its migration law is stated in lempiras. The income thresholds are in United States dollars, the investment threshold is in dollars, the guarantee deposit is in dollars, and the whole fee schedule of the regulation - residences, naturalisations, permits, passports, extensions, the land entry fee - is in dollars with a single lempira line at the end for certificates. The law allows payment in the equivalent in national currency, so the dollar is the unit of account rather than the means of payment. The practical effect is that these figures do not quietly erode with the exchange rate, which is why thresholds set in 2003 are still the thresholds today.

Practical notes

The claim that no exchange procedure exists rests on a reading of the whole of Decreto 205-2005, including its licence chapter, articles 45 to 52. We did not read the Reglamento of that law, and the law expressly says treaties complement it, so a bilateral arrangement may exist that this record does not cover.

Our reading of the traffic law is missing article headings for three articles - 8, 61 and 62 - which fall outside the licence chapter. Nothing here rests on them.

We did not find a published fee for a first licence or a renewal. The migration regulation's fee schedule does not cover traffic documents, and we read no traffic tariff.
