Honduras has had a rentista residence since 2003 and it asks for USD 2,500 a month in permanent, lawful and stable income. Two things make it unusual. The income may be generated abroad or inside Honduras - most of the region insists the money come from outside - and the income has to arrive through a Honduran bank, which the holder must prove again at every renewal. In exchange the rentista pays no income tax on that income, brings a household's goods and one car in free of duty, and may invest without limit; what the rentista may not do is take a salary. A 2025 ministerial instrument opened a discretionary door for applicants who reach only half the figure.

How the process runs

Apply
Secretaría de Gobernación, Justicia y Descentralización, or a Honduran consulate
The application goes to the Secretaría General of the ministry if you are in Honduras, or to a Honduran consulate if you are not.
- Step 2
Prove the income
A certificate of the assets, securities or other income-generating means, with authenticated supporting documents, plus evidence that the money will come in through a Honduran bank.
- Step 3
Register
Within thirty days of the decision being certified, register in the National Registry of Foreigners. The ministry will not hand over the certified decision until that registration is done.
- Step 4
Renew
The card may be issued for up to five years. Each renewal needs a certificate from the Honduran bank that the income is still arriving and that the amounts the law requires have been brought into the country.
In detail
Honduran-source income counts, and that is rare
Article 23 says the income may be "generadas en el exterior o en el territorio nacional". Across the region the equivalent category is usually fenced the other way: Argentina's rentista income must come from abroad, and Honduras's own pensioner route, one article later, says pensions must be "generadas o provenientes del exterior". Two sections of the same law, written at the same time, differ on exactly this point, which makes it hard to read as an oversight. Rental income from a Honduran property, or a Honduran annuity, can carry a rentista application.
The bank is part of the permit
Honduras does not simply ask you to have income; it asks you to route it. The regulation requires evidence at application that the income will be received in Honduras through a national financial institution, and at every renewal a certificate from that institution that the money is still arriving and that the amounts the law requires have actually come into the country. The practical consequence is an ordering problem: a bank account is usually the first thing a new arrival finds hard, and here it is a condition of the status rather than a convenience that follows it.
What half the money buys
On 29 July 2025 the ministry published requirements for the residence that article 21 numeral 8 of the law had left undefined - a catch-all it may grant "in duly justified cases". The instrument's own reasoning is that the open numeral had been distorted by applicants, and that leaving it without requirements put the properly specified categories at a disadvantage. The headline is that someone who falls short of the rentista, pensioner or investor figures can apply under the catch-all if they have at least half of what the category asks. It is not a cheaper rentista permit: the instrument says expressly that this residence is no obligation on the State, that it is subject to the ministry's sole assessment, and that the ministry may accept, refuse or shelve the application without that creating any acquired right.
Country-level policy
Every procedure in the Honduran migration law and its regulation is addressed to the Dirección General de Migración y Extranjería, under the Secretaría de Gobernación y Justicia. Neither name is current: migration control is now exercised through the Instituto Nacional de Migración under the Secretaría de Gobernación, Justicia y Descentralización, as a 2025 ministerial instrument recites. That would be a cosmetic problem if the new institute published requirement sheets. It does not. Its site was relaunched on 30 September 2026 and its alien affairs page lists the kinds of procedure it handles without stating a single requirement for any of them. The 2003 law and its 2004 regulation are therefore the only public statement of what Honduras asks.
The currency of Honduras is the lempira, and almost nothing in its migration law is stated in lempiras. The income thresholds are in United States dollars, the investment threshold is in dollars, the guarantee deposit is in dollars, and the whole fee schedule of the regulation - residences, naturalisations, permits, passports, extensions, the land entry fee - is in dollars with a single lempira line at the end for certificates. The law allows payment in the equivalent in national currency, so the dollar is the unit of account rather than the means of payment. The practical effect is that these figures do not quietly erode with the exchange rate, which is why thresholds set in 2003 are still the thresholds today.
Whatever route you take, the same file is assembled. Thirteen general requirements apply to every residence application and eleven to every special permanence permit, and the heaviest of them are the criminal-record certificate from your country of origin and of last residence, a Honduran criminal investigation certificate, and a medical certificate no more than six months old. Everything from abroad must be legalised and anything in another language officially translated. After the decision you have thirty days to register in the National Registry of Foreigners, and the ministry will not release the certified decision until you have. The card runs for up to five years, nobody may hold two statuses at once, and the status dies after twelve consecutive months out of the country - six, if what you hold is a permit rather than a residence.
Article 21 of the migration law ends with a numeral that lets the ministry authorise residence in duly justified cases, without saying what a justification is. On 29 July 2025 the ministry published what it now asks for, and the reasoning it gives is candid: the open numeral had attracted an excessive pattern of distortion, and leaving it without requirements put the properly specified categories at a disadvantage. Four routes are now written down. Someone who falls short of the rentista, pensioner or investor figures may apply with at least half of them. Someone who has used up five years of permits, or broken their continuity, may apply. Someone who works in Honduras may apply after two years of continuous lawful residence with a work authorisation and the employer's labour-quota certificate. And anyone else may apply after a hundred and twenty days on humanitarian, public-interest or special family grounds, including being the child of Honduran parents born abroad. None of it is a right: the instrument says the ministry may accept, refuse or shelve the application without liability and without creating any acquired right.

Practical notes
The USD 1,250 figure is our arithmetic, not a published threshold: the 2025 instrument states a percentage and leaves the multiplication to the reader. It is recorded here because the percentage is useless without it, and marked as derived for the same reason.
We have not read any requirement sheet from the migration institute for this category. The institute relaunched its site on 30 September 2026 without publishing any, so what is written here comes from the law, its regulation and the 2025 ministerial instrument.
The regulation sets the ministry's fee at USD 300 and the registration and card fees separately in article 127. We have not found a published consular fee for the entry application a consulate authorises.
