Hungary has no residence permit for a person of independent means. Section 6(1) of Act XC of 2023 lists twenty-four purposes for a long stay and the closest thing to passive income among them is the White Card, which is not a passive-income route at all: section 62(1) requires a proven employment relationship with an employer outside Hungary, or a shareholding in a demonstrably profitable undertaking outside Hungary, worked through advanced digital technology from Hungary. In proceedings for the issue and extension of the White Card, livelihood in Hungary may be regarded as proved if the third-country national's lawful income reached or exceeded 3,000 EUR net in each month of at least the 6 months preceding the submission of the application for the issue or extension of the residence permit, an income of that amount which they must have in each month during the stay in Hungary.

Practical notes
The route is not what the name suggests elsewhere. A digital nomad visa in many countries accepts any income from abroad; the Hungarian one asks for an employer or an undertaking the applicant works, and refuses an applicant who would qualify for one of the business or work permits, by section 62(3)(a) of Act XC of 2023.
No instrument was found setting a level of proof for the 3,000 EUR. Section 52(1) to (3) of the decree lists the documents that prove the purpose, not the income.
