Enrolment for the Lawful, Urgent and Essential Care for Everyone Else

Answer

The general rule applies to you

No exception is recorded for citizens of Nicaragua on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.

98 exceptions recorded across 37 countries · none match Nicaragua to Italy · Access to healthcare

Italy splits health care in two and writes both halves into the immigration Act. Foreigners lawfully staying who work, are self-employed or are registered as seeking work must enrol in the National Health Service, and so must those holding or renewing a permit for work, family, asylum, subsidiary protection, special cases, special protection, medical treatment, an asylum claim, pending adoption, fostering or the acquisition of citizenship - and unaccompanied foreign minors, even before a permit is issued. Enrolment carries equal treatment with Italian citizens. For foreigners present without lawful status, article 35 guarantees urgent or in any case essential outpatient and hospital care, continuing care included, at public and accredited facilities, and extends preventive medicine programmes to them.

What the law says

Text layer - verbatim verifiedDecreto legislativo 25 luglio 1998, n. 286, Testo unico sull'immigrazione, testo vigente · Articolo 34, comma 1

Who is enrolled, and that enrolment is an obligation rather than an option. The list is long because it is written by permit type.

Standing: Maintains the text in force

Cannot be cited for: It gives the text and not its interpretation. Article 3-bis reads clearly and has still generated years of litigation over what it means, which is why the Constitutional Court is watched alongside it. A consolidated text can also lag a very recent amendment.

Text layer - verbatim verifiedDecreto legislativo 25 luglio 1998, n. 286, Testo unico sull'immigrazione, testo vigente · Articolo 35, commi 1 e 3

The tariff for the unenrolled, and the guarantee for people with no status at all. "Urgenti o comunque essenziali" is the phrase that does the work.

Practical notes

Italy's health service is run by the regions and what a card costs, and how fast it is issued, is theirs. This record is the state law that says who is entitled.

Article 35(2) preserves whatever bilateral or multilateral reciprocity treaties Italy has signed, and none of those is read here.
