Chapter XIII.1 of the Maksājumu pakalpojumu un elektroniskās naudas likums is Latvia's enactment of the Payment Accounts Directive and it is addressed to credit institutions providing payment-account services to European Union residents who are consumers. Practical notes
The entitlement is to a basic account and not to banking generally. A credit institution may still refuse any other product, and article 97.2(6) requires refusal where opening the account would breach anti-money-laundering, counter-terrorism or counter-proliferation law.
A reader on a Latvian residence permit is an EU resident for this purpose, so the entitlement does not depend on nationality. It is the residence that matters, and the Act says rezidents rather than pilsonis.
