Practical notes
Which states Latvia has a licence treaty with is not in the Regulation and is not stated here. Point 28 refers to them as a class and names none.
Point 25 of Cabinet Regulation No. 103 makes the CSDD check the lawfulness and status of the foreign licence in the issuing state's register, and where that is not possible, ask the state's mission in Latvia or the issuing authority, or accept written information the person supplies. Point 26 then returns the exchanged foreign licence to the issuing state with the reasons.
Point 27 lets the CSDD require a notarised Latvian translation of the licence and the other documents where the licence is not drawn up in an EU or EFTA language or in Russian.
Driving on a foreign licence that does not meet article 47(1), or that has not been exchanged as article 47(2) requires, is a ground for prohibiting the use of driving rights under the Ceļu satiksmes likums.
