There is no national driving licence in Mexico for an ordinary car. Licences are issued by the thirty-two states and Mexico City under their own rules, and a licence issued by any of them is valid throughout the country. The only federal licence is the one for federal road transport, which a private driver has no use for. Since the general mobility law of 2022, every state must make an applicant pass a medical fitness assessment and a theory and practical examination before issuing or renewing, and may not issue a licence valid for more than five years.

In detail
Thirty-three issuing authorities, one valid document
Mexico has no national driving licence for private vehicles. Each state and Mexico City runs its own system with its own categories, fees, validity periods and test, and the federal mobility law requires the result to be recognised everywhere in the country. That is the reverse of the pattern across South America, where a national authority issues one licence and the interesting question is whether a foreign licence can be exchanged for it. In Mexico the interesting question is which state you register in.
What the federation does require
Since 2022 the general mobility law obliges every level of government to require a comprehensive fitness assessment and a theory and practical examination before a licence is issued or renewed, to cap general validity at five years, and to provide in their traffic rules that drivers hold a current licence appropriate to the vehicle. It also requires licences to be withdrawn for at least a year from anyone caught driving under the influence, and at least six months for public transport and freight drivers.
What we could not establish
Whether a foreign licence may be used by a visitor, and whether a resident can exchange one rather than sit the examinations, is decided state by state. The federal mobility law and the federal roads law say nothing about foreign licences at all - we checked both for the word. The state and city pages that would answer it were unreachable from our fetcher, so this record stops where the federal law stops.

This is the federal floor imposed on every state in 2022. It applies to renewal as well as to first issue, which is what ended the practice of buying a licence over a counter.

Licences issued by the competent authorities may be printed on plastic or issued digitally through technological applications, and shall evidence the corresponding skills and requirements for driving the type of vehicle concerned and shall have full validity in national territory.
This is the sentence that makes a state licence a national document. A licence from Quintana Roo is as good in Mexico City as a Mexico City one.

Practical notes
The claim that there is no national private driving licence rests on the Ley General de Movilidad y Seguridad Vial, which assigns issue to the states and municipalities, and on the Ley de Caminos, Puentes y Autotransporte Federal, whose federal licence is confined to federal road transport. We read both in full for the licence provisions.
Neither federal law mentions foreign licences. That is an absence in those two instruments and says nothing about what any individual state does.
