Temporary residence is the route for someone who can show money rather than a job, and the numbers were rewritten in July 2025. The old guidelines asked for monthly income of 300 days of the minimum wage; the guidelines that replaced them on 9 August 2025 ask for 680 days of the UMA, and for savings they ask 11,460 days of the UMA rather than 5,000 days of the minimum wage. That is about 2.3 times the multiple in each case, in a different unit. The card is granted for one to four years, cannot be renewed beyond four years in total, and the visa must be obtained at a consulate before travelling - this is not a status you can switch into after arriving as a visitor.

In detail

The numbers were restated in a different unit in 2025

Until 9 August 2025 the guidelines asked a self-funded applicant for monthly income of 300 days of the minimum wage, or savings of 5,000 days. The guidelines that replaced them ask for 680 days of the UMA a month and 11,460 days in savings - about 2.3 times the multiple. The unit is the reason. Since the 2016 constitutional reform, a reference to the minimum wage as a unit of account has to be read as a reference to the UMA, so the 2014 text had quietly become a UMA threshold years before it was rewritten. Raising the multiple is how the ministries dealt with that. The two sets of guidelines are not denominated in the same unit, so the change in the multiple is not the same as the change in what an applicant must show. We have not sourced a minimum wage figure, so we do not state what the real movement was. What is certain is that every figure still in circulation from the old text is the wrong figure.

Four years is the ceiling, not the card

The card can be issued for one, two, three or four years at your own request, and renewed - but only up to four years counted from the day you first held the status. At the end of that you either qualify for permanent residence, which four years of temporary residence by itself does, or you leave. Choosing a one-year card to keep the fee down costs you nothing in total time; choosing four years up front costs more now and saves the renewal trips.

This route starts at a consulate

The visa is applied for in person at a Mexican consulate, with an interview, and it is valid for 180 days and one entry. Inside Mexico the Institute only takes visa applications in three cases - family unity, a job offer, and humanitarian reasons - so a visitor who decides after arriving that they would like to stay cannot convert on the strength of their own money. The 2026 amendment added a sentence worth knowing: the consular authority may not ask for requirements beyond those in the law, the regulation and the guidelines.

Country-level policy

Every Money Threshold Is Set in the UMA, and the UMA Moves Every February

No Mexican immigration threshold is written in pesos. They are all multiples of the Unidad de Medida y Actualización, a unit the statistics institute recalculates each January by the previous year's inflation and publishes in the official gazette, in force from 1 February. The unit exists because a 2016 constitutional reform forbade using the minimum wage as a unit of account and converted every such reference into the UMA - which is why the 2014 visa guidelines, written in days of minimum wage, were replaced in 2025 by guidelines written in days of UMA at about 2.3 times the multiple.

The Visa Rules Were Replaced in 2025 and Amended in 2026

Mexican consular practice runs on a single administrative instrument, the General Guidelines for the issue of visas, issued jointly by the interior and foreign ministries. The version that stood from 2014 to 2025 is the source of almost every figure still in circulation, and it was repealed outright on 9 August 2025. New guidelines took its place, restating every money threshold in UMA, adding an electronic visa, and dropping the photograph and photocopy requirements. An amendment in May 2026 added an unpaid high-specialisation expert route, rewrote what a job offer must say, and told consulates in terms that they may not ask for more than the rules require.

Thirty Days to Turn a Visa Into a Card

A Mexican residence visa is not a residence permit. It gets you to the border once, within 180 days of issue, and the entry form you receive there is valid for thirty calendar days. In those thirty days you must apply to the Institute, at the office covering your address in Mexico, for the card that actually evidences your status. Miss it and the visa is spent: what remains is a regularisation procedure with its own fee. The same thirty-day rule is in the migration law, in the procedural guidelines and in the user information of every residence visa procedure.

Practical notes

The thresholds are set in UMA, and the UMA changes every 1 February. A balance that cleared the test in January may not clear it in February, and the peso figures here are ours rather than any instrument's.

Two other ways of meeting the same test exist and are much less used: real estate in Mexico worth more than 91,710 days of UMA, and the investor test. Both are set out in the same procedure.

Consulates publish their own tables of these amounts converted to local currency. Those tables are a conversion of the figures here, not a separate rule, and we have not read any of them.

We found no published rule allowing a visitor to change to temporary residence from inside Mexico on means alone. The change-of-status list in the regulation turns on family ties, humanitarian grounds, study, or four years already held - not on money.

The 2014 figures are in days of the minimum wage and the 2025 figures in days of the UMA. Comparing the two as if they were the same unit overstates or understates the change, and we do not do it here.

    The Chamber of Deputies' law library, which maintains the texto vigente of every federal statute together with a reform history for each. It is where the Ley de Migración, the Ley de Nacionalidad, the Código Fiscal and the Ley Aduanera can be read as amended rather than reconstructed from the decrees that amended them.

    Standing: Maintains the text in force

    Cannot be cited for: Nothing below statute level is here. The Lineamientos, acuerdos and administrative instruments are where almost all Mexican immigration practice actually changes, and none of them is published by this body - the Reglamento de la Ley de Migración it does carry has not been reformed since 2014 and is in places overtaken by instruments it cannot show you. It is also not an authority on when a reform took effect: the transitional articles of the amending decree live in the Diario Oficial, not here. And its standard pdf/ edition is not safe to extract: a reading of the Ley de Migración from it silently dropped 21 of 162 articles, including article 52, the one listing every migration status. Use the pdf_mov/ edition and check article numbering for gaps after any fetch.

The 2025 visa guidelines and the 2026 acuerdo amending them are two separate documents with no merged text anywhere, so what the rule says today has to be assembled by hand. An article number inside an amending acuerdo - ARTÍCULO ÚNICO, Transitorio Tercero - is an instruction to amend, not an article of the resulting instrument. Its HTML conversion also drops the space at many line breaks, so stored text contains run-together words and, in preambles, whole paragraphs without spaces; a quotation carrying such a join is reproducing the publisher exactly and must say so. Note that www.dof.gob.mx fails TLS validation while dof.gob.mx works.
