Permanent Residence for Pensioners
Mexico is one of the few countries in the Americas where a pensioner goes straight to permanent residence rather than serving years of temporary status first. The migration law lists pensioners as a ground for permanent residence in their own right, and the visa guidelines set the test: a pension of 1,140 days of the UMA a month over six months, or savings of 45,850 days of the UMA over twelve. Those multiples are about 2.3 times what the repealed 2014 guidelines asked, and in a different unit. The permanent card, once issued, never expires.

- An application to the Institute for the permanent resident card within 30 calendar days of arriving
In detail
Straight to permanent, which is unusual
Across the nine South American countries covered here, a pension visa buys temporary residence and permanent residence has to be earned afterwards - two years in Peru, three in Colombia, twenty-one months in Ecuador. Mexico puts pensioners in the permanent residence article itself. The card never expires, there is no renewal, and nobody asks again whether the pension is still being paid. The price of that is the entry test, which is the strictest of the set.
Money from abroad, and what the statute does not say
The law requires the income to come from a foreign government, an international organisation, or a private employer for services rendered outside Mexico. It sets no amount at all - the words are 'an income that allows them to live in the country'. Every figure a reader will see comes from the visa guidelines, which are administrative and were rewritten wholesale in July 2025. That is worth holding on to: the threshold is not in the law and can move without the law moving.
A fifty per cent discount exists, but not for this
A reform in force from November 2025 halves the residence card fee where the stay rests on family unity, a job offer from a registered employer, or an invitation from a Mexican organisation for unpaid work. A pensioner coming on their own means fits none of the three and pays the full amount.
Country-level policy
No Mexican immigration threshold is written in pesos. They are all multiples of the Unidad de Medida y Actualización, a unit the statistics institute recalculates each January by the previous year's inflation and publishes in the official gazette, in force from 1 February. The unit exists because a 2016 constitutional reform forbade using the minimum wage as a unit of account and converted every such reference into the UMA - which is why the 2014 visa guidelines, written in days of minimum wage, were replaced in 2025 by guidelines written in days of UMA at about 2.3 times the multiple.
Mexican consular practice runs on a single administrative instrument, the General Guidelines for the issue of visas, issued jointly by the interior and foreign ministries. The version that stood from 2014 to 2025 is the source of almost every figure still in circulation, and it was repealed outright on 9 August 2025. New guidelines took its place, restating every money threshold in UMA, adding an electronic visa, and dropping the photograph and photocopy requirements. An amendment in May 2026 added an unpaid high-specialisation expert route, rewrote what a job offer must say, and told consulates in terms that they may not ask for more than the rules require.
A Mexican residence visa is not a residence permit. It gets you to the border once, within 180 days of issue, and the entry form you receive there is valid for thirty calendar days. In those thirty days you must apply to the Institute, at the office covering your address in Mexico, for the card that actually evidences your status. Miss it and the visa is spent: what remains is a regularisation procedure with its own fee. The same thirty-day rule is in the migration law, in the procedural guidelines and in the user information of every residence visa procedure.

The condition that is usually dropped is 'por servicios prestados en el exterior'. A pension earned in Mexico does not open this route; the money has to come from outside. The statute itself sets no amount - it says only 'an income that allows them to live in the country', and the number comes from the guidelines.

Practical notes
The thresholds move every 1 February with the UMA. The peso figures here are our arithmetic from the daily UMA published by INEGI in January 2026.
Nothing in the guidelines asks a pensioner for health insurance, a medical certificate or a criminal record check. That is an absence in the migration law, its regulation and the two sets of visa guidelines, not a survey of consular practice.
Spouses and children do not inherit this route. A spouse of a permanent resident gets temporary residence for two years first, and the sponsor must show means of 220 days of UMA a month for each family member.
A pensioner who cannot meet the permanent residence test can often meet the temporary residence one, which is lower, and reach permanent residence after four years.
The 2014 thresholds are in days of the minimum wage and the 2025 ones in days of the UMA. The multiple rose about 2.3 times; what that did to the real requirement depends on the two units, which we have not sourced.
