What a person may bring is governed by the Central American customs code and its regulation, both of which Nicaragua published in La Gaceta in July 2008, rather than by a Nicaraguan statute of its own. Baggage comes in free of duty. Goods other than baggage come in free up to five hundred Central American pesos, provided they are not for sale, the traveller has been out of the customs territory at least seventy-two hours, and each member state may limit the concession to once every six months. Household goods are declared by a simplified procedure against a detailed list, with no commercial invoice needed for used items, and a vehicle is never part of them. Nicaragua's own value-added-tax and excise laws exempt household goods in accordance with customs legislation, a limb that survives independently of the retirement law repealed in 2024.

In detail

The rules are regional, and Nicaragua published them

There is no Nicaraguan customs statute setting allowances for a person moving house. The rules are the Central American customs code and its regulation, agreed by the regional council of ministers in April 2008 and published in La Gaceta in July of that year - the code on the sixteenth and the regulation over seven consecutive issues from the seventeenth to the twenty-fifth. Baggage is free. Goods other than baggage are free up to five hundred Central American pesos, on conditions set by the regulation: nothing for sale, nothing prohibited, and at least seventy-two hours spent outside the customs territory. The regulation lets each state limit the concession to once every six months, and does not say whether Nicaragua has.

Household goods are a procedure, not an allowance

The code defines household goods as household effects, new or used, in quantities and of a kind showing they are for domestic use, and then does not grant an exemption for them: the exemption is elsewhere. The regulation gives the procedure - a simplified declaration against a detailed list the declarant draws up with estimated values, plus the transport document, and no commercial invoice for used items. Two exclusions matter. A vehicle is never household goods. Nor is machinery, equipment or tooling for an office, a laboratory, a surgery, a factory or a workshop, which is the clause that catches a professional moving a practice. Unaccompanied belongings count as baggage if they arrive within three months either side of the traveller.

What the repeal of the retirement law changed

Until August 2024 a retiring foreigner could bring household goods worth up to twenty thousand dollars free of tariff and import tax, and buy or import a car worth up to thirteen thousand dollars CIF free of value-added tax, renewable every four years. All of that was in Ley 694, and all of it went when the General Tourism Law repealed that law. What did not go is the general household-goods exemption: numeral 2 of article 131 of the tax law has three limbs, and the third - household goods in accordance with customs legislation - stands independently of the two named statutes beside it. So an incoming resident still has the customs procedure and the general exemption. What they no longer have is a capped franchise written for them and a car concession.

Country-level policy

A tourism law repealed the residence law for retirees, and three instruments have not caught up

On 2 August 2024 the General Tourism Law repealed six instruments, and the fourth of them was Ley 694, the statute that created the pensioned-resident and income-resident categories and the tax concessions attached to them. Nothing replaced it. The migration law and its regulation still name the categories, because the migration law's consolidated text was closed in February 2023, and the National Assembly's own page still serves the full repealed text with the repeal noted only at the foot. The practical effect runs wider than two residence routes: it reaches the household-goods franchise, the vehicle tax exemption and the building-materials concession, all of which lived in the repealed law.

The current text of a Nicaraguan law is whatever the Digesto last consolidated, and the consolidation date is the cut-off

Since the Digesto Jurídico laws of 2017 onwards, Nicaragua republishes its statutes as consolidated texts, subject by subject, each approved on a date and published in La Gaceta later. The consolidation date is a hard edge: everything enacted after it is simply not in the text, and the page gives no sign of what has happened since. The migration law's consolidated text was closed on 28 February 2023 and published on 18 January 2024, which is why it still defines the pensioner category by reference to a law repealed in August 2024. The same service carries superseded consolidations alongside current ones - the Constitution has a March 2024 consolidation and a February 2025 integral text at different addresses, with different article numbers for nationality.

Practical notes

No dollar equivalent is given for the five-hundred-peso allowance. The Central American peso's value is not stated in the code, in its regulation, or in anything else we read, and converting it would be our arithmetic on an input we do not have a source for.

Whether Nicaragua has exercised the option to limit the concession to once every six months is not stated in the regional instruments. The customs service's own pages were not read for this record.

The statement that the general household-goods exemption survives the repeal of Ley 694 rests on the structure of numeral 2 of article 131 of Ley 822, which names two statutes and then adds household goods in accordance with customs legislation as a separate limb, and on the reform lists of Ley 891 and Ley 987, neither of which names that numeral. The equivalent provision for excise duty is numeral 2 of article 172 and is built the same way.
