A Bank May Not Refuse You Without Objective Grounds, and Living Outside the EEA Is an Objective Ground the Statute Names Itself
Answer
The general rule applies to you
No exception is recorded for citizens of Croatia on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.
195 exceptions recorded across 74 countries · none match Croatia to Norway · Opening a bank account
Section 4-1 of the Financial Contracts Act opens with a duty: a payment service provider may not, without objective grounds, refuse to provide payment services on ordinary terms. For a consumer it adds two protections - the provider may not make a payment account conditional on taking other products, and a request for a payment account must be decided within ten working days of the provider receiving the necessary information. Then the third subsection takes much of it back for anyone not settled here: a provider may refuse to provide services outside the EEA, or to enter into an agreement with a customer who is not resident or registered in the EEA. It may also refuse where the anti-money-laundering rules are not satisfied. Those rules are the practical obstacle: the Money Laundering Act requires a name, an address and a Norwegian national identity number or D-number, and where the customer has neither, a date and place of birth, sex and citizenship, with identity confirmed on valid identification in person.
At a glance
- The basic duty
- A payment service provider may not without objective grounds refuse to provide payment services on ordinary terms
Finansavtaleloven § 4-1 first subsection, one sentence.
- Where the duty stops
- A provider may refuse a customer who is not resident or registered in the EEA
Finansavtaleloven § 4-1 third subsection, which also allows refusal where the money-laundering rules are not met.
- Time limit on a consumer's request for a payment account
- Ten working days after the provider receives the necessary information
Finansavtaleloven § 4-1 fifth subsection.
- Tying
- A payment account for a consumer may not be made conditional on taking other products
Finansavtaleloven § 4-1 second subsection. Where the consumer has several accounts with the same provider it is enough that one can be opened untied.
- Identifier the bank must collect
- A fødselsnummer or D-number, or, where the customer has neither, date of birth, place of birth, sex and citizenship
Hvitvaskingsloven § 12 first subsection letter b.
- How identity is confirmed
- By valid identification on personal attendance; remotely, only with further documentation or measures
Hvitvaskingsloven § 12 second subsection.
Requirements
- Residence or registration in the EEA, or the provider may lawfully refuse
- Name, address and a Norwegian national identity number or D-number, or where there is none, date and place of birth, sex and citizenship
- Identity confirmed by valid identification, in person or with additional documentation or measures if not in person
In detail
The right is real and it is geographically bounded
Several countries in this corpus give a right to a basic payment account by implementing the Union's Payment Accounts Directive, which ties the right to legal residence in the Union. Norway writes the same boundary into the Financial Contracts Act directly, and in a form worth reading closely: subsection 1 states a general duty not to refuse without objective grounds, and subsection 3 then declares that not being resident or registered in the EEA is enough on its own. The answer for someone applying from outside, before arriving, is therefore not that the bank is being difficult - it is that the statute permits the refusal.
The number is the practical gate
The Money Laundering Act does not demand a Norwegian identity number, but it is built around one: a fødselsnummer or D-number is the first thing asked for, and the fallback of birth date, birthplace, sex and citizenship exists for people who have neither. Since a D-number is issued in connection with registration here, the sequence in practice runs arrival, registration, number, account rather than the other way round.
What applies to you
Nothing changes for a citizen of Croatia
We have no rule recorded that treats your citizenship differently here, so the general rule above is the one that applies to you. That is an answer, not a gap.
What the law says
«Betalingstjenesteyteren kan ikke uten saklig grunn avslå å yte betalingstjenester på vanlige vilkår.»Our translation - not official

A payment service provider may refuse to provide services outside the EEA or to enter into an agreement with a customer who is not resident or registered in the EEA. The same applies where the customer or the payment service provider does not meet conditions laid down in or under the Money Laundering Act for the service to be provided, and where it follows from statute or from rules made under statute that the customer is to be refused.
The sentence that decides the answer for anyone not yet settled in the EEA.

Where the customer is a consumer, it may not be made a special condition of an agreement on a payment account that the customer must at the same time enter into an agreement on other services. Where the customer has several payment accounts with the same payment service provider, it is sufficient that the customer is given access to enter into an agreement on one payment account without a condition of entering into an agreement on other services.

Practical notes
No bank's own terms were read for this record. What a particular bank requires beyond the statute is a fact about that bank.
The rules on issuing a D-number are in the population registration legislation and were not read. The Money Laundering Act quoted here only says what the bank must collect, not how a customer obtains the number.
Section 3-53 of the Financial Contracts Act, which section 4-1 fifth subsection points at for cases other than a consumer's, was not read.

The 1992 circular on publication in Norsk Lovtidend instructs ministries to send material for publication to Norsk Lovtidend, c/o Lovdata. Four kinds of address matter and they are different documents. /dokument/NL/lov/<date>-<nr> and /dokument/SF/forskrift/<date>-<nr> are Lovdata's consolidated texts of Acts and central regulations; appending /* to either serves the whole instrument, and without it the address returns only a table of contents and an editorial blurb. /dokument/<...>/KAPITTEL_n serves one chapter. /LTI/lov/<date>-<nr> is the instrument as published in Norsk Lovtidend, which is the official text. /dokument/NLE/ and /dokument/SFE/ are unofficial English translations. The free-text search at /sok?q= is readable by the extraction service and is the practical way to find an instrument whose number is unknown; /referanse/hjemmel?dokID=NL/lov/<date>-<nr> lists every regulation made under a given Act. The treaty register at /traktat/<date>-<nr>, which Lovdata administers for the Ministry of Foreign Affairs, carries Norwegian texts of treaties with metadata naming the authentic language.
Standing: Maintains the text in force
Cannot be cited for: **The consolidated texts are not the official text.** Norsk Lovtidend is what lov 19. juni 1969 nr. 53 § 1 requires to be published for public account, and section 3 of that Act ties an Act's commencement to the date of the issue of Norsk Lovtidend that announced it. A consolidation under /dokument/NL/ or /dokument/SF/ is the foundation's editorial product: reliable, universally used, and not the enacted words. Where it matters, the as-promulgated text is at the /LTI/ address and should be read instead. **No consolidation carries a sweep date.** The metadata block prints Sist endret with the last amending Act folded in, and a Rettet line recording editorial corrections, and neither is a statement that the text was checked as at a day - so no consolidatedAsOf can honestly be taken from a Lovdata page. **The amendment notes are Lovdata's, not the legislature's**: the small numbered blocks under each section are the foundation's apparatus and must not be quoted as enacted text, though they are the only readable record of what a repealed section used to say. **The consolidation prints provisions not yet in force beside those in force**, marked only by a note saying Endres ved forskrift ... i kraft <date>; section 10-1 of the Driving Licence Regulation carries one for 1 January 2027. **The English translations at /dokument/NLE/ and /dokument/SFE/ are not the instrument and must never be quoted as one**: Lovdata's own page states that the translations are not official, that they are provided for information purposes only, and that in the event of any inconsistency the Norwegian version shall prevail; the translations are produced by ministries rather than by Lovdata. **The bare /dokument/NL/lov/<date>-<nr> address is not the law**: it serves a table of contents and a Kort om loven blurb written by Lovdata, and a reading taken from it contains no section text at all - the Immigration Act at that address is 38,290 characters of navigation, against 431,640 at the same address with /* appended. **It cannot be cited for anything an agency does.** The skilled-worker quota, what counts as pay for a work permit, what counts as sufficient means, the Svalbard tax rates and the student tuition levels are all left by the instruments to a directorate, a ministry or the Storting, and none of those decisions is published here.
