There Is No Investor Route and No Threshold to Meet, Because the Only Business Permit Asks for a Trade Qualification Before It Asks for Money

Answer

The general rule applies to you

No exception is recorded for citizens of Slovakia on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.

195 exceptions recorded across 74 countries · none match Slovakia to Norway · Residency through investment

Norway has no residence permit granted for investing. The word investor does not appear in the Immigration Regulation at all, and nor does investering. The only permit that turns on a business is section 6-18, for a self-employed person running a lasting business, and its first condition is not capital: the work to be done in the business must require that the self-employed person holds skilled-worker competence as defined in section 6-1, that is, training to at least upper secondary vocational level, a trade certificate, a higher qualification, or special qualifications. Money comes in as the second condition, and even then not as a sum - what must be shown is an economic basis, meaning a probability of drawing enough from the business to meet the ordinary maintenance requirement. The permit is tied to the particular business and does count towards permanent residence. The practical consequence is that a person whose asset is capital rather than a trade has no door here, not even an expensive one.

At a glance

Investor residence permit
None. The words investor and investering do not appear anywhere in the Immigration Regulation

Chapter 6 of the Immigration Regulation, sections 6-1 to 6-35, is the complete list of residence permits connected with work and studies, and it was read end to end for this record.

Minimum investment stated anywhere
None. Section 6-18 asks for an economic basis, not an amount

Utlendingsforskriften § 6-18 second paragraph measures that basis against the maintenance requirement in § 10-7 third paragraph, which also states no figure.

First condition of the only business permit
Skilled-worker competence under section 6-1

Utlendingsforskriften § 6-18 first paragraph letter a. Capital alone does not satisfy it.

What the permit is tied to
The particular business

Utlendingsforskriften § 6-18 fourth paragraph. Permission to take employment alongside it may be added where there are particular grounds.

Does it lead to permanent residence
Yes

Utlendingsforskriften § 6-18 fourth paragraph, second clause. That is not true of most other categories in chapter 6.

Documents required
Proof of competence and role, a precise description of the business, financing and budget plans, accounts if any, and advance confirmation that other necessary licences will be granted

Utlendingsforskriften § 6-18 third paragraph, letters a to e.

Requirements

  • No permit exists for investment as such
  • Skilled-worker competence, for the self-employment permit in section 6-18
  • A personal and active role in establishing or running the business
  • A demonstrated economic basis, measured against the ordinary maintenance requirement
  • Any licence the business needs under other legislation

In detail

An absence with a reason, not a gap

Several countries in this corpus have a golden-visa route and publish a price. Norway's position is not that the price is high but that there is no transaction on offer. The only permit that looks at a business asks first whether the applicant is qualified to do the work, and only then whether the business will support them. Capital is relevant to the second question and irrelevant to the first, so an applicant with money and no trade fails before the money is looked at.

What applies to you

Nothing changes for a citizen of Slovakia

We have no rule recorded that treats your citizenship differently here, so the general rule above is the one that applies to you. That is an answer, not a gap.

Practical notes

This is a negative claim and it rests on chapter 6 of the Immigration Regulation read from section 6-1 to section 6-35, and on chapter 3 of the Immigration Act. The stored reading was searched for investor, investering and betydelig beløp, and none appears.

No figure is attached to the maintenance requirement in section 10-7 third paragraph, so no amount can be given for what an economic basis means in kroner. The Directorate of Immigration's guidelines were not read.
