No Retirement Route Exists, and the Only Provision in the Act That Mentions Age Runs the Other Way: a Parent Over 60 Joining an Adult Child in Norway
Answer
The general rule applies to you
No exception is recorded for citizens of Estonia on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.
195 exceptions recorded across 74 countries · none match Estonia to Norway · Residency as a retiree
Norway has no residence permit for a retired person. Chapter 6 of the Immigration Regulation, which is the full list of permits connected with work and studies, contains no category for a pensioner and does not use the word; the only permits granted on the strength of the applicant's own money are section 6-18, self-employment, which also demands skilled-worker competence, and section 6-20, for a researcher at a Norwegian institution. A pension does appear in the rules, twice, and neither time as a ground of residence: section 10-7 counts a pension as a way of securing maintenance for a permit granted on another basis, and section 10-8 counts it towards the family-immigration income requirement. The nearest thing to an older person's route is section 46 of the Act, and it runs in the opposite direction from a retirement visa: a mother or father over 60, with no spouse, cohabitant or relative in the ascending or descending line in the home country, may be granted a permit to join a child over 18 who is already here.
At a glance
- Residence permit for a retired person
- None among sections 6-1 to 6-35 of the Immigration Regulation
Chapter 6 of the Immigration Regulation, sections 6-1 to 6-35, is the complete list of residence permits connected with work and studies, and it was read end to end for this record. It contains no pensioner category and the words pensjonist and pensjonert do not appear in it.
- Age condition in the nearest provision
- Over 60, under section 46 of the Immigration Act
And the applicant must be without a spouse, cohabitant, or relative in the ascending or descending line in the home country.
- Who the section 46 route is for
- A single mother or father joining a child over 18 who lives in Norway
Utlendingsloven § 46. The child is the sponsor, not the applicant.
- Visiting a child in Norway
- Up to nine months, with no right to work and no path to permanent residence
Utlendingsloven § 47. It cannot be renewed or extended, and a new one needs a year spent outside the realm first.
- Where a pension does count
- As secured maintenance under section 10-7 and as sponsor income under section 10-8
Utlendingsforskriften § 10-7 first paragraph letter b and § 10-8 first paragraph letter c. Both are conditions on a permit, not grounds for one.
- EEA and EFTA nationals
- A right of residence on sufficient means and sickness insurance, with no permit to apply for
Utlendingsloven § 112 first paragraph letter c, which is what a retired EEA national uses.
Requirements
- No permit exists on the basis of retirement or a pension
- A parent over 60 with an adult child in Norway may qualify under section 46 of the Act, if alone in the home country
- A short visit to a child in Norway is a separate nine-month permit under section 47, with no right to work
What applies to you
Nothing changes for a citizen of Estonia
We have no rule recorded that treats your citizenship differently here, so the general rule above is the one that applies to you. That is an answer, not a gap.
What the law says
«Mor eller far til en referanseperson som nevnt i § 40 første ledd kan gis oppholdstillatelse dersom referansepersonen er søkerens barn over 18 år. Det er et vilkår at søkeren er over 60 år og uten ektefelle, samboer eller slektninger i opp- eller nedstigende linje i hjemlandet.»Our translation - not official
The mother or father of a sponsor as mentioned in section 40 first paragraph may be granted a residence permit if the sponsor is the applicant's child over 18. It is a condition that the applicant is over 60 and without a spouse, cohabitant or relatives in the ascending or descending line in the home country.
May, not shall. This is the only permit in the Act with an upper-age condition and it is not a retirement route.

Practical notes
This is a negative claim. It rests on chapter 6 of the Immigration Regulation read from section 6-1 to section 6-35, on chapter 3 of the Immigration Act, and on chapter 6 of the Act on family immigration read from section 39 to section 53.
The Directorate of Immigration's own pages were not read. If it operates something under the residual power in section 26 of the Act that the regulation does not show, nothing here would reveal it.
