Peru's route for living on income you do not work for is the rentista status, and it is the only one in the region whose permission is indefinite from the first grant - no annual renewal, no three-year wait. The published threshold is US$ 1,000 net a month where the income comes from abroad, and Migraciones requires a sworn declaration that the money enters Peru through a supervised bank. The awkward part is in the regulation: the law speaks of a pension or a permanent income, while the regulation asks the applicant to prove a lifetime pension, which is narrower than the law it implements.

In detail
Indefinite from day one
Every comparable route in the region gives a renewable permission first. Argentina's rentista is one year at a time; Colombia's income visa is a visitor visa; Uruguay's means-of-support route is permanent residency but reached through a lengthy file. Peru's rentista status is granted with an indefinite period of stay, stated as such in both the law and the regulation. The carné de extranjería still has to be renewed, and residency is still lost by prolonged absence, but there is no annual re-application.
Pension or income - and which document you are actually asked for
The law covers a retirement pension or a permanent income; the regulation, implementing it, asks you to prove a lifetime pension. Migraciones' own procedure pages follow the law rather than the regulation, asking for proof that you receive a pension or permanent income. Anyone whose income is investment or rental rather than pension should expect the gap between those three documents to be where the file stalls, and should read what Migraciones asks for on the day rather than what the regulation says.
A digital nomad category exists on paper and nowhere else
Decreto Legislativo 1582 added a 'nómada digital' residence status in November 2023 for people working remotely for a company based outside Peru, with up to 365 days and renewal. It has never been usable: the law leaves its conditions to the regulation, and Migraciones said when the law was passed that the status would start being granted once the change was regulated and the procedure entered in its administrative procedures catalogue. We found no such regulation or procedure. Until one appears, someone living on remote employment income is choosing between the tourist allowance and the rentista route.
Country-level policy
Every Peruvian residence status, including the indefinite ones, is lost by a long enough absence - and the test is continuous absence, not a quota of days you must spend here. More than 183 consecutive days out of the country in a 365-day period, counted from your first departure, ends the status. There is a permit that suspends the rule, and it has to be applied for before the 183 days are up, which is the part that is usually discovered too late.
Most changes of migration status from inside Peru, and every naturalisation application, require a Ficha de Canje Internacional - a record check issued by Interpol's Lima office, valid for six months. Peru's competition authority twice declared it an illegal bureaucratic barrier, and a Lima court then suspended those rulings at the interior ministry's request. Migraciones has been asking for it again since June 2024. The practical lesson is that Peruvian procedure requirements can be removed and reinstated by bodies other than the one running the procedure.

Allows residence to the foreigner who enjoys a retirement pension or permanent income of Peruvian or foreign source. The amount of the income and the other conditions are fixed in the Regulation of this Legislative Decree.
The law contemplates two different things - a pension and a permanent income - and does not require the income to come from abroad. That last point separates Peru from Argentina, whose rentista income must be 'provenientes del exterior'.

Practical notes
Foreign documents have to be legalised by the Peruvian consulate and the foreign ministry, or apostilled, and translated into Spanish by a certified translator.
The US$ 1,000 figure sits on a Migraciones procedure page rather than in the law or the regulation, and the regulation expressly allows Migraciones to set it by administrative act, so it can change without any legislative step.
We did not find the administrative act that sets the amount, and we looked on Migraciones' normas legales listing on gob.pe and in the regulation itself. The figure is stated here on the authority of Migraciones' own procedure page and nothing stronger.
The indefinite permission is not unconditional: absence of more than 183 consecutive days without an authorisation to stay abroad loses the status - see the residency section on leaving the country.
