Inversionista Residency

Answer

The general rule applies to you

No exception is recorded for citizens of Uruguay on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.

81 exceptions recorded across 33 countries · none match Uruguay to Peru · Residency through investment

Peru names a figure - 500,000 soles - and then restricts what you may do with the position it buys: the holder may act only as manager or director of their own company. Two conditions do more work than the amount. The investment may not be evidenced by a transfer of existing shares, which rules out simply buying into a going concern. And the post created for the foreigner sits outside the foreign-worker quotas, which is the practical reason companies use this route rather than the worker one.

At a glance

Investment threshold
S/ 500,000.00

Changeable by Resolución de Superintendencia, without amending the regulation

Share purchase
Not accepted as evidence of the investment
Permitted role
Manager or director of your own company only
Foreign-worker quota
The post is outside the Decreto Legislativo 689 quotas

Decreto Legislativo 689 is the law that caps the share of foreign staff a company may employ. Article 86.1.b of the regulation puts the investor's own post as manager or director outside those caps.

Length of permission
365 days, extendable

The regulation writes the figure in words - trescientos sesenta y cinco (365) días prorrogables - in article 86.3.

Route to permanent status
Three consecutive years of residence

Requirements

  • An investment of 500,000 soles or more, which Migraciones may change by Resolución de Superintendencia
  • The investment may not be evidenced through a transfer of shares
  • The holder may act only as manager or director of their own company
  • Compliance with whatever labour and tax rules apply to that position
  • No police, criminal or judicial record in your country of origin or in countries you lived in over the previous five years

In detail

A named price, unlike two of its neighbours

Argentina has no investor residency at all - since 2025 it has an investment route straight to citizenship whose price the economy ministry has never published. Uruguay has no investor visa either; an investor proves means of support like everyone else. Colombia names two thresholds in minimum wages, 650 for registered foreign direct investment and 350 for property. Peru names 500,000 soles in cash terms, which is the most legible of the four and the one most exposed to inflation.

Country-level policy

How Leaving Peru Ends Your Residency

Every Peruvian residence status, including the indefinite ones, is lost by a long enough absence - and the test is continuous absence, not a quota of days you must spend here. More than 183 consecutive days out of the country in a 365-day period, counted from your first departure, ends the status. There is a permit that suspends the rule, and it has to be applied for before the 183 days are up, which is the part that is usually discovered too late.

The Interpol Record Check and the Rulings About It

Most changes of migration status from inside Peru, and every naturalisation application, require a Ficha de Canje Internacional - a record check issued by Interpol's Lima office, valid for six months. Peru's competition authority twice declared it an illegal bureaucratic barrier, and a Lima court then suspended those rulings at the interior ministry's request. Migraciones has been asking for it again since June 2024. The practical lesson is that Peruvian procedure requirements can be removed and reinstated by bodies other than the one running the procedure.

What applies to you

Nothing changes for a citizen of Uruguay

We have no rule recorded that treats your citizenship differently here, so the general rule above is the one that applies to you. That is an answer, not a gap.

What the law says

Text layer - verbatim verifiedReglamento del Decreto Legislativo 1350 (Decreto Supremo 007-2017-IN), art. 86 · Artículo 86, numeral 86.1, literal a
«Acreditar una inversión igual o superior de quinientos mil soles (S/ 500.000,00). El monto de inversión puede ser modificado mediante Resolución de Superintendencia.»

Our translation - not official

To prove an investment equal to or greater than five hundred thousand soles (S/ 500,000.00). The investment amount may be modified by Resolución de Superintendencia.

The figure is in soles and is not indexed, so its real value falls with inflation until Migraciones resets it. Argentina's thresholds move automatically with the minimum wage; this one moves only when someone decides it should.

Our translation - not official

Foreign persons may act only as Manager or Director of their own company; for which they must comply with the applicable labour or tax rules. This foreign post is not included in the quotas of Decreto Legislativo 689.

Two rules in one sentence, pulling opposite ways: the role is narrowed to the top of your own company, and in exchange the post escapes the statutory limits on how many foreigners a Peruvian employer may have on its payroll.

«En ningún caso la persona extranjera podrá sustentar la inversión a través de la transferencia de acciones.»

Our translation - not official

Under no circumstances may the foreign person evidence the investment through a transfer of shares.

This forecloses the obvious shortcut of buying into an existing Peruvian company. The investment has to be new capital, which is why the naturalisation procedure asks for the registry entry of the company's incorporation or capital increase.

Practical notes

The route to permanent status via investment asks, at the three-year mark, for the registry entry evidencing the incorporation or capital increase, a municipal operating licence, and current tax filings - so the company has to be trading, not merely funded.

We have not found a Resolución de Superintendencia changing the 500,000-sol figure, and we looked at Migraciones' normas legales listing on gob.pe. The figure is stated as the regulation has it.

Property purchased in your own name is not addressed by this article at all; the regulation speaks of establishing, developing or administering lawful investments, which is not the same test as Colombia's property threshold.

    About this source

Grants and adjudicates migration status and naturalisation, and publishes the procedure pages with fees, channels and decision times.

    Standing: Applies the rule

Cannot be cited for: Not the text of the law - its pages are the agency's restatement and routinely disagree with both the legislative decree and its regulation on tourist extensions and on family permit duration. It carries thresholds that exist nowhere else and therefore cannot be corroborated; treat those as claims by the agency. Its two pages on the same regional agreement give different nationality lists, so no single page is safe as the list.
