Portuguese naturalisation is granted by the Government to an applicant who meets nine requirements at once, and the second of them is where the answer divides: ten years of legal residence for nationals of most countries, seven for nationals of countries whose official language is Portuguese and for citizens of European Union member states. The language and culture test is presumed passed for the Portuguese-speaking class unless a lack of Portuguese is manifest. The same division runs through the arithmetic: broken periods of residence can be added together, but only if they fall inside a window of six, nine or twelve years, by the same three classes. The whole structure is new - it comes from Lei Orgânica n.º 1/2026 - and before it the period was shorter and the same for everyone.

«O Governo concede a nacionalidade portuguesa aos indivíduos que, no momento do pedido, satisfaçam cumulativamente os seguintes requisitos: a) Serem maiores de idade, segundo a lei portuguesa; b) Residirem legalmente no território português há pelo menos sete anos, no caso de nacionais de países de língua oficial portuguesa e de cidadãos de Estados-Membros da União Europeia, ou 10 anos, no caso de nacionais de outros países; c) Comprovarem, através de teste ou de certificado, conhecer suficientemente a língua e a cultura portuguesas, a história e os símbolos nacionais; d) Conhecerem suficientemente os direitos e deveres fundamentais inerentes à nacionalidade portuguesa e a organização política do Estado português; e) Declararem solenemente a sua adesão aos princípios fundamentais do Estado de direito democrático; f) Não terem sido condenados, com trânsito em julgado da decisão judicial, com pena de prisão efetiva superior a 3 anos, por crimes de terrorismo, criminalidade violenta e especialmente violenta, criminalidade altamente organizada, contra a segurança do Estado ou de auxílio à imigração ilegal, puníveis segundo a lei portuguesa; g) Não constituírem perigo ou ameaça para a segurança ou a defesa nacional, nomeadamente pelo envolvimento em atividades relacionadas com a prática de terrorismo, criminalidade violenta, especialmente violenta ou altamente organizada; h) Não sejam destinatários de medidas restritivas aprovadas pela Organização das Nações Unidas ou pela União Europeia, na aceção da Lei n.º 97/2017, de 23 de agosto; i) Possuírem capacidade para assegurar a sua subsistência.»The nine cumulative requirements. Practical notes
This is a regime in motion. The text read is consolidated to Lei Orgânica n.º 1/2026 of 18 May 2026, a Constitutional Court ruling in 2025 struck down parts of an earlier version of the reform, and further proposals were before Parliament in 2026. Volatility on this record is set to active-story for that reason.
The authentic text is the one the Diário da República publishes, and the gazette is unreadable to every tool this project has. What is quoted here is the Lisbon prosecutor's consolidation, which names the amending acts it carries and does not say when it was last revised.
Naturalisation is one route to Portuguese nationality and not the only one. Attribution at birth, acquisition by marriage and the routes for descendants are elsewhere in the same Act and are not read here.
