The Health Service Names Migrants With and Without Papers, in the Same Sentence
Answer
The general rule applies to you
No exception is recorded for citizens of Dominican Republic on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.
98 exceptions recorded across 37 countries · none match Dominican Republic to Portugal · Access to healthcare
Portugal's Basic Health Law states the right to health protection as belonging to all persons, and the National Health Service is bound to be universal - care to everybody without discrimination. Who its beneficiaries are is a separate base and it is unusually explicit: all Portuguese citizens, and equally people with permanent residence or in temporary stay or residence here who are nationals of Union member states or equivalents, third-country nationals or stateless persons, applicants for international protection, and migrants with or without their situation legalised. The word for foreigner never appears in the law; the classes are named one by one instead.
At a glance
- Who the service is for
- Portuguese citizens, and residents and people in temporary stay alike
- Without legal status
- Named as beneficiaries in the same sentence
Base 21(2), "migrantes com ou sem a respetiva situação legalizada".
- Applicants for international protection
- Named separately in the same list
- On what terms
- Universal, without discrimination, in dignity and equality
Base 20(2)(a).
- What the base defers
- The terms, to the applicable legal regime
Base 21(2) ends "nos termos do regime jurídico aplicável", which this record does not reach.

What the law says
«O direito à proteção da saúde é o direito de todas as pessoas gozarem do melhor estado de saúde físico, mental e social, pressupondo a criação e o desenvolvimento de condições eco- nómicas, sociais, culturais e ambientais que garantam níveis suficientes e saudáveis de vida, de trabalho e de lazer.»The right, stated as belonging to all persons rather than to citizens or residents.

The address has to be known in advance, because the index that would give it is inside the application that returns no text.

Practical notes
What this record states is the basic law. What a person is charged, and what proof a health centre asks for, is in the regime the base defers to and is not read here.
This is the Act as published in the gazette, read from the gazette's own PDF. Later amendments to it, if any, are not in this text.
