The Health Service Names Migrants With and Without Papers, in the Same Sentence

Answer

The general rule applies to you

No exception is recorded for citizens of Trinidad and Tobago on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.

98 exceptions recorded across 37 countries · none match Trinidad and Tobago to Portugal · Access to healthcare

Portugal's Basic Health Law states the right to health protection as belonging to all persons, and the National Health Service is bound to be universal - care to everybody without discrimination. Who its beneficiaries are is a separate base and it is unusually explicit: all Portuguese citizens, and equally people with permanent residence or in temporary stay or residence here who are nationals of Union member states or equivalents, third-country nationals or stateless persons, applicants for international protection, and migrants with or without their situation legalised. The word for foreigner never appears in the law; the classes are named one by one instead.

What the law says

The right, stated as belonging to all persons rather than to citizens or residents.

About this source

Portugal's official gazette. Its web application cannot be read by any tool here, but the issues themselves are served as PDFs from a file host at an address built from series, year, month, issue number and page range - and those PDFs carry a real text layer.

Standing: Issues the instrument

Cannot be cited for: What the file host serves is the issue as published, not a consolidated text: an Act fetched this way is the Act as enacted and says nothing about later amendments. The address has to be known in advance, because the index that would give it is inside the application that returns no text.

«O SNS pauta a sua atuação pelos seguintes princípios: a) Universal, garantindo a prestação de cuidados de saúde a todas as pessoas sem discrimi- nações, em condições de dignidade e de igualdade;»

The universality principle. The hyphen inside "discrimi- nações" is the gazette's line break and is reproduced as printed.

Practical notes

What this record states is the basic law. What a person is charged, and what proof a health centre asks for, is in the regime the base defers to and is not read here.

This is the Act as published in the gazette, read from the gazette's own PDF. Later amendments to it, if any, are not in this text.
