No Retirement Permit Either - a Pension Is Means, Not a Category
Answer
The general rule applies to you
No exception is recorded for citizens of Mexico on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.
98 exceptions recorded across 37 countries · none match Mexico to Portugal · Residency as a retiree
Nothing in the Portuguese Act is addressed to retired people. A pensioner uses the same residence visa and the same general conditions as anyone living on their own money, and a pension counts because article 77 asks for means of subsistence rather than for a source of them. Age appears nowhere in the conditions.
At a glance
- A retirement-specific permit
- None in the Act
Chapter V lists the residence permits by activity - work, study, investment, research - and retirement is not among them.
- What you show instead
- Means of subsistence as defined by ministerial order
- Age
- Not a condition anywhere in article 77
The number is the article of Lei n.º 23/2007 quoted below, not an age.
Requirements
- The same route as the income record: a residence visa and the general conditions of article 77
What applies to you
Nothing changes for a citizen of Mexico
We have no rule recorded that treats your citizenship differently here, so the general rule above is the one that applies to you. That is an answer, not a gap.
What the law says
A.»The conditions a pensioner meets like anyone else. Means are asked for; their origin is not.

The Lisbon public prosecutor's legal database, which has carried consolidated Portuguese statutes in plain HTML for two decades. Each statute is served at a stable numeric address with its full amendment history at the head of the page, named act by act and dated.
Standing: Maintains the text in force
Cannot be cited for: Not the official gazette and not the authentic text: the Diário da República publishes that, and where the two differ the gazette governs. The consolidation is the office's own editorial work and the page does not say who made it or when it was last revised - only which amending acts it claims to carry. The site is served as ISO-8859-1 with the charset in a meta tag, so a fetch that assumes UTF-8 destroys every accented letter.

Practical notes
This record exists so a reader stops looking for a retirement visa. The whole answer is on the income record.
How a foreign pension is taxed in Portugal is a different question, decided by the tax code and by the treaty with the paying country, neither read here.
