The Online Revised Edition Is the Authentic Law, and It Stops at 2023

Saint Lucia publishes its statute book at a .com address, and that address is not a republication of the law - it is the law. The Revised Edition of the Laws Act, Cap. 1.07 lets the Attorney General declare a revised edition in force by Order after Parliament has resolved to authorise it, and from that moment the edition is, in the Act's own words carried into the Order, the sole authentic edition. The current edition is the 2023 Supplement, brought into force on 22 July 2025. That is both better and worse than it sounds: better, because the text is authentic rather than merely helpful; worse, because it is authentic as at 2023 and the pages say nothing about the three years since. The Citizenship of Saint Lucia Act printed there does not contain the grandparent descent route enacted in June 2024. The Immigration Act printed there does not contain section 22A, the fee-waiver power enacted in July 2024 and used twice in 2025. The Citizenship by Investment Regulations printed there show a National Economic Fund minimum of US$100,000, which stopped being the law on 1 July 2024.

Why a .com carries the authority a .gov usually does

The address is attorneygeneralchambers.com, which looks like the wrong kind of domain for a statute book, and the instinct to distrust it is right until you read the Act behind it. The Revised Edition of the Laws Act allows a revised edition to exist as a data bank reached by remote computer, requires Parliament to resolve before the Attorney General may bring one into force, and then says that what results is the sole authentic edition for all purposes in every court. The Commencement Order for the 2023 Supplement recites all of that on its face, and it was printed by the National Printing Corporation in the Gazette. So the question is not whether the site is official. It is how old the official text is.

What the cut-off costs a reader

Three years of amendment sit outside the edition, and they are not minor. Citizenship by descent was extended from parents to grandparents in June 2024 and the Act printed in the edition still reaches only parents. A power to waive immigration permit fees was created in July 2024 and has been exercised twice since; the Immigration Act printed in the edition has no such power. The minimum contribution to the National Economic Fund for citizenship by investment more than doubled on 1 July 2024, and the Schedule printed in the edition still shows the old figure. In each case the page gives no sign that anything has happened. That is the ordinary condition of a revised edition and it is why every citation of one on this site carries the year it was frozen.

Where the rest of the law is

Everything gazetted since is on the National Printing Corporation's site, year by year, as enacted. It is a printer rather than a law portal: the documents are individual PDFs behind opaque download addresses that cannot be guessed from the title, so there is no way to go straight to an Act you know the number of. You have to open the year listing and find it. The two halves of the statute book therefore do not meet, exactly as in Grenada, except that here the consolidated half is thirteen years younger.

The site answers a robot and a reader differently

Anyone repeating this work should know this before they conclude that a section is missing. Addresses on this site that return the full text of a statute to an ordinary request return the site's own not-found page to an extraction service, consistently and for about half of the addresses we tried. The failure looks exactly like a dead link - it is the publisher's own 404 page, with the publisher's styling - so a reader who trusts the tool concludes the Act has no section 8, or that the Schedules to an Order were never put online. They are there. The country records on this site were first written with a third of their provisions described rather than quoted for precisely that reason, and the second pass that quoted them changed nothing about the site and only the way we asked it.

The Revised Laws of Saint Lucia, published by the Legislative Drafting Department of the Attorney General's Chambers as a data bank reached by remote computer. It is not a convenience copy of the statute book: the Revised Edition of the Laws Act, Cap. 1.07 lets a revised edition exist in that form (s. 4(2)(e)), requires a Resolution of Parliament before the Attorney General may bring one into force (s. 10(4)), and provides that what results is, in all courts of justice and for all purposes whatsoever, the sole authentic edition of the laws (s. 10(5)). Knowingly altering it to deceive is an offence. Arranged by Chapter, each Chapter printing the Act with its subsidiary legislation, and printing on its face the in-force date of the principal Act and of every amending Act and Statutory Instrument - which neither the Grenadian nor the Vincentian portal does, and which is what makes a commencement question answerable here.

The current edition is the 2023 Supplement, in force 22 July 2025 by S.I. 112 of 2025, and the masthead says only 'Revised Laws of Saint Lucia (2023)' - nothing on any page says anything is missing. The Citizenship of Saint Lucia Act printed there reaches a parent and not a grandparent, because Act 7 of 2024 is not in it. The Immigration Act printed there has no section 22A, because Act 10 of 2024 is not in it, so the two 2025 fee-waiver Orders rest on a power the edition does not show. The Citizenship by Investment Regulations printed there show a National Economic Fund minimum of US$100,000, amended to S.I. 162 of 2023 and no further; the figure in force since 1 July 2024 is US$240,000 and three later instruments are invisible. It must also not be relied on for reachability: on 5 October 2026 roughly a third of section addresses answered with the publisher's own 'The page can't be found' or a content-management login page while serving the real text to a plain request, including the Immigration Act interpretation and entry sections, every Schedule to the Immigration (Visa) Order, the whole Citizenship of Saint Lucia Act, the whole Labour Act, the Income Tax Act interpretation section, and every operative section of both customs Acts. Practical notes

The cut-off is a year rather than a date because the edition states a year and nothing else. The Supplement itself came into force on 22 July 2025, but that is the date the 2023 text became authentic, not the date the law was looked at.

A page of the revised edition that reproduces subsidiary legislation is frozen with its parent. The Citizenship by Investment Regulations printed there carry amendments to S.I. 162 of 2023 and stop; three later instruments are not in them.

About half of the edition is invisible to an extraction service and visible to an ordinary browser. On 5 October 2026 roughly half of the section addresses we tried through our reader came back as the site's own "The page can't be found", repeatably, on both a basic and a stealth proxy, while a plain request to the same address returned the statute every time. It is a fault in one tool rather than a dead source, so the pages are fetched directly instead and the citations say so: an entry marked manual-fetch was converted from the publisher's own HTML by us rather than by the extraction service.
