No Status Is Granted for Having an Income - the Nearest Thing Counts It as One Criterion Among Age and Education, and the Figures Are in a Notice

Korea's statuses of residence are a closed list in three attached tables of the Enforcement Decree of the Immigration Act: Attached Table 1 holds five short-term statuses, Attached Table 1-2 holds thirty-one long-term ones from A-1 to H-2, and Attached Table 1-3 holds the nineteen descriptions of a person eligible for permanent residence. Read through, none of them is granted for having means of support from outside Korea. The long-term table admits people for study, training, religion, posting, investment, trade, job-seeking, teaching, research, performance, specified activity, seasonal and non-professional employment, crewing, family visiting, residence, accompaniment, overseas Korean status, marriage, working holiday and work-visit - and the residence status F-2, which is the only place income appears at all. Item 24(i) of that table admits a person whose age, education and income meet standards the Minister of Justice determines and publishes: income is one criterion in a points test, not a route of its own, and the pass mark and the amounts are in the Minister's notice rather than in the Decree. The two routes that come closest to living in Korea on your own money are therefore both indirect: item 24(f), five years of continuous residence on any status other than the diplomatic ones with your centre of life in Korea, and item 11 of the permanent-residence table, which takes a person of sixty or over receiving a foreign pension straight to permanent residence. One opening keeps this from being an exhaustive negative: item 30 of the long-term table, G-1, covers a person who fits none of the listed statuses and whom the Minister of Justice nonetheless recognises.

At a glance

A residence status granted for independent income alone
None in Attached Tables 1, 1-2 and 1-3 of the Enforcement Decree of the Immigration Act

The three tables are the whole list of statuses of residence. Income appears once, as one criterion in item 24(i) of Attached Table 1-2, alongside age and education.

What item 24(i) actually requires
Age, education, income and other matters meeting standards the Minister of Justice determines and publishes by notice

Item 24(i) of Attached Table 1-2. No figure appears in the Decree; the notice was not read for this record.

Residence by length of stay instead
Five years of continuous residence on a status other than A-1 to A-3, with your base of life in Korea

Item 24(f) of Attached Table 1-2. It also requires the Minister of Justice's recognition, so it is a discretion rather than an entitlement.

Maximum period of stay granted at once on F-2
5 years

Attached Table 1 of the Enforcement Rules of the Immigration Act reads 거주(F-2) 5년.

Where an F-2 under item 24(i) can lead
Permanent residence after three years of residence on it

Item 13 of Attached Table 1-3, which adds that the Minister of Justice must find continued residence in Korea necessary.

The opening that keeps this list from being closed
G-1, for a person who fits none of the listed statuses and whom the Minister of Justice recognises

Item 30 of Attached Table 1-2. It is a residual status, so a negative claim about the tables is a claim about what they name, not about what the Minister may do.

Requirements

  • For F-2 under item 24(i): age, education and income meeting the standards the Minister of Justice determines and publishes
  • For F-2 under item 24(f): five years of continuous residence on a status other than A-1 to A-3, with your centre of life in Korea, and the Minister's recognition
  • No status in any of the three tables is granted on proof of income alone

In detail

What the three tables actually contain

Attached Table 1 lists five short-term statuses: visa exemption B-1, tourism and transit B-2, temporary news coverage C-1, short-term visit C-3 and short-term employment C-4. Attached Table 1-2 lists thirty numbered long-term statuses plus seasonal work E-8 inserted as item 20-2, ending at item 30, the residual G-1. Attached Table 1-3 describes nineteen kinds of person eligible for permanent residence. Reading all three is how this record's negative claim is made, and it is a claim about those lists: there is no status whose description is a sum of money arriving from abroad.

Income is a scoring criterion, not a ground

Item 24(i) of the long-term table admits a person whose age, education, income and similar matters meet standards the Minister of Justice determines and publishes. That is the statutory authority for Korea's points-based residence route, and the points, the pass mark and the income figure are all in the notice rather than the Decree. For a reader the consequence is practical: a sufficient private income is neither necessary nor sufficient, because it is being traded off against how old you are and what you studied, and the exchange rate between them is not in any instrument we read.

The long way round is time, not money

Item 24(f) gives the residence status to someone who has already spent five continuous years in Korea on almost any other status with their base of living here. It is the route that most closely resembles settling on your own terms, and it starts from having been admitted for some other reason entirely - work, study, family. It is also discretionary: the item ends with the Minister of Justice's recognition, as do most items in these tables.

The status code falls inside the sentence because the table puts the name and code in a narrow left column. This is the residual status, and it is why a negative claim here is bounded by the named statuses.

Practical notes

The claim that no status is granted for independent income rests on reading Attached Tables 1, 1-2 and 1-3 of the Enforcement Decree of the Immigration Act in full, in the Korean text published by the state legal information centre. It is bounded by item 30 of Attached Table 1-2, the residual G-1 status, which names no activity at all.

The Minister of Justice's notice under item 24(i), which carries the points and the income figure, was not located or read. No amount is stated in this record because none appears in any instrument read for it.

A person aged sixty or over with a foreign pension is dealt with by the permanent residence table rather than by any temporary status, and is recorded under the retiree topic.

Nothing published by the Korea Immigration Service was read.

    About this source

The Korean state's legal information centre, run by the Ministry of Government Legislation. It publishes the consolidated current text of every Act, Presidential Decree and Ministerial Decree, each pinned to the date from which that version is in force, and prints the version line at the head of the document - 출입국관리법 [시행 2026. 10. 2.] [법률 제21857호, 2026. 8. 4., 타법개정] - which gives both the commencement date and the Act number that made the version. Three address shapes matter and only the third serves text. https://www.law.go.kr/법령/<name> is a 1.2 KB iframe shell; /LSW/lsInfoP.do?lsiSeq=<N>&chrClsCd=010202&urlMode=lsInfoP&efYd=<YYYYMMDD>&ancYnChk=0 is a second shell with the chrome but no articles; THE BODY IS AT /LSW/lsInfoR.do?lsiSeq=<N>&chrClsCd=010202&efYd=<YYYYMMDD>&ancYnChk=0, which answers an ordinary request and was read for this corpus with `pnpm sources:fetch --direct`. The lsiSeq is version-specific, so an address taken this way is pinned to the consolidation it was read from, which is why every citation of it carries a cut-off. Attached tables (별표) are not in the body: /LSW/lsBylContentsInfoR.do?bylSeq=<B>&lsiSeq=<N> returns hanFlSeq and pdfFlSeq, and https://www.law.go.kr/LSW/flDownload.do?flSeq=<pdfFlSeq> is the table as a PDF with a text layer. The site also carries the government's English translations at /LSW/eng/engLsInfoR.do?lsiSeq=<N>, keyed to the English version's own lsiSeq rather than the Korean one.

Standing: Maintains the text in force

Cannot be cited for: **It consolidates; the Official Gazette (관보) promulgates.** What this site serves is the state's working consolidated text, and where it differs from the gazette the gazette is the instrument.
