Five Hundred Thousand Dollars and Three Years for the Residence Status, Five Hundred Thousand and Five Employees for Permanent Residence
Korean investment immigration is built in layers, and only the middle layer carries figures in the Decree. The entry status is D-8, business investment, and item 11 of Attached Table 1-2 gives it three limbs: essential professional personnel engaged in the management, administration, production or technology of a foreign-invested company under the Foreign Investment Promotion Act, excluding a person who invested in an unincorporated business run by a foreigner and anyone recruited inside Korea; the founder of a venture business holding intellectual property or outstanding technology who has obtained venture confirmation; and the founder of a corporation recognised by the Minister of Justice who holds intellectual property or equivalent technology and has a Korean associate degree or a foreign bachelor's degree or a central ministry's recommendation. No amount appears in any of the three. The amounts appear at the next step, item 24(d) of the same table, which turns a foreign investor into a holder of the residence status F-2: five hundred thousand US dollars invested and three years of continuous stay on D-8, or the same five hundred thousand invested by a foreign corporation whose dispatched officer or employee has stayed three years, or three hundred thousand US dollars invested by a person employing two or more Korean nationals. Item 24(j) runs a separate route for an investor in real estate or other assets on terms the Minister of Justice publishes, and caps how many people a corporate investor may bring. Permanent residence then has four of its own investment items: five hundred thousand dollars with five Korean employees; five years of maintained investment under item 24(j); three years on the third limb of D-8 having attracted three hundred million won and employing two Koreans; and an amount the Minister publishes, held for five years, which also reaches the investor's spouse and children.

In detail
The entry status has no price
Item 11 of Attached Table 1-2 creates D-8 without naming a sum. The first limb is about a person's role in a company that is already foreign-invested under the Foreign Investment Promotion Act; the second and third are about founders, one with venture confirmation and one with intellectual property and a qualifying degree or a ministry's recommendation. What counts as foreign investment, and how much of it is needed, is therefore a question for the Foreign Investment Promotion Act rather than the immigration instruments, and that Act was not read for this record.
The figures start where the status becomes settled
Five hundred thousand dollars and three years on D-8, or five hundred thousand by a foreign corporation whose dispatched employee has stayed three years, or three hundred thousand with two Korean employees: those are the three ways item 24(d) turns an investor into a holder of the F-2 residence status, and they are the first amounts the Decree states. The pattern is that money buys less time and jobs buy money - the three-hundred-thousand limb asks for no prior stay at all, and the five-hundred-thousand limb asks for three years. Permanent residence then repeats the same figure with a different multiplier: five hundred thousand dollars and five Korean employees, under item 3 of Attached Table 1-3.
Two routes where the Minister sets the price
Item 24(j) of the long-term table and item 16 of the permanent-residence table both work by reference to an amount the Minister of Justice publishes. The first is the real-estate and asset route, and it also lets the Minister decide how many people a corporate investor may bring, which is a quota written into a status description. The second requires the investment to be held for five years and extends to the investor's spouse and children. Neither carries a figure in any instrument, so neither can be stated here.
