Access to the Public Health System
Uruguay's public provider, ASSE, is open to foreigners including those with no residency application under way - they enrol by paying a monthly fee. Enrolment itself costs nothing and is done in person at any affiliation desk. This is close to the opposite of Argentina's position, where the 2025 reform restricted ordinary public care to permanent residents and citizens.

Requirements
- Enrol at any affiliation desk in an ASSE health centre or citizen service point, in person
- The enrolment procedure itself has no cost
- If you have no residency application under way, you can still be an ASSE beneficiary by paying a monthly fee
- Enrolment gives access to the Plan Integral de Salud defined by the Ministry of Public Health
- Refugees and asylum seekers enrol on production of a certificate from the migration directorate or the foreign ministry
- Those with other individual health cover but no FONASA entitlement can also enrol by paying the fee
In detail
Two countries moving in opposite directions
Argentina and Uruguay are usually treated as interchangeable in relocation writing, and on healthcare they are not. Argentina's 2025 decree limited ordinary care at nationally-run establishments to citizens and permanent residents, leaving everyone else to insurance or payment. Uruguay's public provider publishes a route in for foreigners who have not even begun a residency application. Both are defensible policies; they are not the same policy, and a plan built on one does not transfer.

The condition is payment, not status. A foreigner with no immigration process at all is contemplated by the rule rather than excluded by it.
