Driving in Venezuela

Answer

The general rule applies to you

No exception is recorded for citizens of Paraguay on this topic. That is the answer, not a gap - everything below is the rule you get, unchanged.

81 exceptions recorded across 33 countries · none match Paraguay to Venezuela · Driving and licence exchange

Only one body issues, renews, suspends or revokes a Venezuelan licence: the national land transport institute. To drive you must carry a current licence of the grade matching the vehicle, plus a current comprehensive medical certificate, which the health ministry issues free of charge. What the Act does not do is say anything about foreigners. It delegates that whole question - everything to do with granting licences to foreigners - to its own regulation, and we could not find a regulation made under this Act. A vehicle brought in by a tourist under an international agreement may circulate on its home plates for the length of the legal stay, provided it carries civil liability cover.

What the law says

«Para conducir un vehículo, la persona debe obtener y portar la licencia o título profesional de conducir, vigente, del grado o categoria que corresponda al tipo de vehículo a motor respectivo, expedida por el Instituto Nacional de Transporte Terrestre y el Certificado Médico de Salud Integral vigente»

Our translation - not official

To drive a vehicle a person must obtain and carry a current driving licence or professional driving title of the grade or category corresponding to the type of motor vehicle, issued by the National Land Transport Institute, and a current Comprehensive Health Medical Certificate.

«Artículo 66. En el Reglamento de esta Ley se determinará todo lo relacionado con el otorgamiento de licencias para extranjeros y extranjeras.»

Everything relating to the grant of licences to foreigners shall be determined in the Regulation of this Law.

This is the whole of what the Act says about foreigners and licences. The heading above it in the gazette reads 'Licencia para extranjeros y extranjeras'.

Vehicles entering the country as tourists under international agreements or conventions signed by the Bolivarian Republic of Venezuela may circulate on their home identification plates for the length of their legal stay, provided they hold the civil liability guarantee or policy and meet all the requirements set by the National Land Transport Institute.

«La prestación del servicio nacional de transporte terrestre público y privado, de personas y de carga, se reserva para los venezolanos y las venezolanas y para los extranjeros y las extranjeras residentes.»

The provision of the national public and private land transport service, for people and for goods, is reserved to Venezuelans and to resident foreigners.

Practical notes

Because the Act delegates the whole of the foreigner question to a regulation, the terms on which a foreign licence is exchanged or a resident foreigner is licensed are not something this entry can state. The two regulations we could read - one of 1998 and one of 1990 - were made under the Ley de Tránsito Terrestre, which this Act repealed, and they do not agree with each other on how long a foreigner must have been in the country.

The Act's tourist-plate rule depends on there being an international agreement. It names none, and we found no list of them.

    About this source

Venezuela's legislature, and the only reachable index of Venezuelan law. Its database of laws in force gives, for each instrument, the Gaceta Oficial number and date, the vacatio legis, what it repealed, a condition flag reading 'Vigencia Total', and a PDF of the gazette page. It carries decretos constituyentes and decretos-leyes as well as its own Acts, so the 2015 income tax law, the 2020 Tax Code and the 2020 customs law are all here. With the Imprenta Nacional's gazette service unreachable, this is the nearest thing to the publisher of record that can be read.

    Standing: Issues the instrument

Cannot be cited for: Its PDFs are scans with no text layer - OmniPage output, jbig2 images, pdftotext returns nothing - so anything quoted from them is our own recognition and must carry extractMethod 'ocr'. The recognition reads the gazette's two columns out of order, drops article headings and whole numerals, and on at least one law invents text outright: the Ley Orgánica de Aduanas comes back with Chinese characters spliced into Spanish clauses. A negative claim must never rest on a reading taken from here. It must not be cited for the law as consolidated either: each PDF is one gazette issue, and where that issue reprints a single text the reprint date is the date of the last amendment, not a sweep. There is no working site search and no working pagination - every listing URL with a query string returns an empty response to both Firecrawl and a direct fetch - so an instrument can only be found by guessing its slug, and failing to find one here is not evidence that it does not exist.
