Only one body issues, renews, suspends or revokes a Venezuelan licence: the national land transport institute. To drive you must carry a current licence of the grade matching the vehicle, plus a current comprehensive medical certificate, which the health ministry issues free of charge. What the Act does not do is say anything about foreigners. It delegates that whole question - everything to do with granting licences to foreigners - to its own regulation, and we could not find a regulation made under this Act. A vehicle brought in by a tourist under an international agreement may circulate on its home plates for the length of the legal stay, provided it carries civil liability cover.

To drive a vehicle a person must obtain and carry a current driving licence or professional driving title of the grade or category corresponding to the type of motor vehicle, issued by the National Land Transport Institute, and a current Comprehensive Health Medical Certificate.

Vehicles entering the country as tourists under international agreements or conventions signed by the Bolivarian Republic of Venezuela may circulate on their home identification plates for the length of their legal stay, provided they hold the civil liability guarantee or policy and meet all the requirements set by the National Land Transport Institute.

Practical notes
Because the Act delegates the whole of the foreigner question to a regulation, the terms on which a foreign licence is exchanged or a resident foreigner is licensed are not something this entry can state. The two regulations we could read - one of 1998 and one of 1990 - were made under the Ley de Tránsito Terrestre, which this Act repealed, and they do not agree with each other on how long a foreigner must have been in the country.
The Act's tourist-plate rule depends on there being an international agreement. It names none, and we found no list of them.
