Licences Portugal keeps recognising after you settle
Not a bloc: a list Portugal wrote. Decreto-Lei n.º 46/2022 lets the holder of a licence from certain states go on driving here after becoming resident, where every other foreign licence dies 185 days after arrival or is not valid at all.
**The Agency names the states and the naming is the rule.** CPLP members that signed a traffic convention - Brazil and Cape Verde. CPLP members with a bilateral agreement - Angola, Cape Verde, Mozambique and São Tomé and Príncipe. Non-EU OECD members that signed a convention - Australia, Canada, Chile, South Korea, the United States, Iceland, Israel, Japan, New Zealand, the United Kingdom, Switzerland and Turkey.
**Of this corpus that is Brazil and Chile.** Colombia, Costa Rica and Mexico are members of the OECD and are not on the Agency's list, which is why membership of the organisation cannot be used to guess the answer.
Where it actually bites
Membership is one thing and what a destination does with it is another. These are the countries covered here that treat these nationalities differently, and on which question.

The Portuguese transport regulator's own description of driver licensing, one page per situation, including the three classes of foreign licence and the documents each needs.
Standing: Applies the rule
Cannot be cited for: Guidance, not law: the regulation behind it is the Regulamento da Habilitação Legal para Conduzir, published in the gazette. The site splits a single regime across pages whose landing page carries only a menu, so a fetch of the obvious address returns nothing of substance.
