The agency administers vehicle and driver licensing, not the police register of penalty points, and the ordinance that sets the medical and documentary requirements for a Bulgarian licence is published elsewhere and was not read. **The Ministry of Transport publishes a later edition of the same Act**, listing amendments through June 2026 including a Constitutional Court decision, so this copy is known to be behind and the gap was not read.
