It must not be cited for the investment threshold or the vehicle replacement cycle. The Act defines its dollar as the United States dollar and the Board publishes the figure as if it were Belize dollars, which is half; and the Board's own page gives the vehicle cycle as three years in one section and four in another. Its published list of qualifying nationalities is also narrower than the Act's schedule, which admits any nationality subject to ministerial discretion. It is authoritative for programme procedure and for nothing above it.
