The site answers through the extraction service; a direct fetch to mcw.gov.cy failed to connect.

**It does not publish the one thing a newcomer needs from it.** The index, services and announcements views were read on 2026-10-11 and none of them carries a page on exchanging a licence issued outside the European Union; what they carry is announcements, test dates, recalls and photographs of the district offices. Nor does it publish the notifications by which the Registrar recognises a particular country's licence under article 20 of the Driving Licence Law - those appear in the Official Gazette. So it cannot be cited for an exchange procedure, for which countries' licences are recognised, or for the terms on which they are. Its content is organised as Notes documents with opaque hexadecimal addresses under /All/, which do not survive a reorganisation of the database.
