It must not be cited for the law. Its fees contradict the Act by a factor of sixteen, its visa periods contradict the Regulations, and it states a five-year permanent-residence rule that exists in no instrument. Cite it for what a ministry charges and asks for, never for what the law requires, and never for a nationality list.
