It speaks for itself and for nobody else. State ownership does not turn a bank's document list into regulation: what is published here is what BanEcuador asks, not what Ecuadorian law requires, and another bank may ask for more or less. The published list is also a scanned-looking PDF whose text layer has lost word spacing in places, so a quotation taken from it can read as though it were mistyped when it is being reproduced exactly.
