It must not be cited for what the law requires. Its guidelines put Guyana in the thousand-dollar fee band and cite S.R.O. 26 of 2015 for it, when that instrument is precisely what removed Guyana from the paragraph in question; the difference is EC$2,000 a year. Its five work categories, including a Work to Residency category promising a pathway to residency, exist nowhere in the Act or the Regulations and nothing in the Immigration Act gives a work permit any residence effect - they are an account of how an absolute ministerial discretion is exercised. Two of its fee exemptions rest on unpublished Cabinet decisions. The guidelines are dated June 2020 and the fee bands they recite come from instruments of 2008, 2014 and 2015.
